MINUTES HEATH CITYCOUNCIL WORK SESSION  THURSDAY,JUIY6, 2023 at 7:30AM  ATTENDING: KELSON ELAM, MAYOR  PAULRUFFO, MAYOR PROTEM (zoom)  SHARON CALDWELL JIM CHESTER RICH KRAUSE DONNA ROLATER BRENT WEAVER  Mayor Elam called the Work Session to order at 7:36 a.m. Discuss. Annual Budget for Fiscal Year 2022-2023.  City Manager Aretha Adams stated that this Work Session was a continuation of the June 28th Budget Work Session and picked up with addressing an update to the FY 2024 Supplemental Requests for Technology and Vehicle and Equipment. The Technology request was updated and included improvements for the Door Security and Camera System upgrades, OpenGov Full ERP System and Conference Room Enchancements. Funding incorporated into Budget are Pay as You Go projects, equipments replacement fund transfers, capital improvement funding, annual street repair program and drainage projects followed by discussion regarding the General and Utility Funds. Discussions followed regarding the City's potential bonding that included that Major Infrastructure: the Public Safety Facility, the Public Work Facility and the Towne Center Park. Adams recommended to do the projects in their entirely and not piece mill them and also recommended reaching out to the HBMC for aj proposal oft their contribution to the Town Center Park project. Additional major infracture discussion included Street Projects, Drainage Projects, Water Projects and Sewer Projects. General Interest and Sinking Fund Debt Service Update. General Obligation Debt and Maturity Schedule were addressed. The Council provided staff direction regarding budget priorities, supplemental request, compensation study recommendation, merit increases, health insurance, major infrastructure plan and debt. The future Budget Work Sessions are tentatively scheduled for July 28th and  August 16th and staff will confirm the dates as soon as possible.
