City of Richland Springs Minutes of City Council Meeting on March 14th, 2022 Council Members: Aaron Bessett, Franky Soto, Frank Pearce, Larry Crump, and. Jessica  Council Attendees: Mayor Johnie Reeves  Scales  Called to Order: 7:00 PM Note Taker: Jessica Scales  Scheduled public meeting for discussion of city business  City Officials present tonight: Mayor, Johnie Reeves; Treasurer, Franky Soto; Secretary, Jessica Scales; Larry Crump; Aaron Bessett; City Water Manager, Chris Perry. Guests present:. John Scales, SSSD Sheriff David Jenkins, SSSD Chief Deputy Dwayne  Shaw  7:00pm 1. Opened meeting with a prayer.  7:01pm 2. Citizen Participation: none, no commentary.  7:01pm 3.. We reviewed and approved previous meeting minutes. Motion to approve the minutes made by Aaron Bessett, 2nd by Franky Soto, passed by unanimous vote. 7:03pm 4. Met with the San Saba Sheriffs Department to discuss contract with city for extra assistance with ordinance enforcement. Discussed cost, hours, shifts, number of deputies and hours per week. Sheriff will work on possible sample schedule and cost, also suggested seeing if Chad Ashworth would be willing to work shifts. Adding to next 7:27pm 5. We reviewed and approved the bills for payment for the city and for the city water, sewer, and garbage dept. Extra costs, Stagecoach roof leak repair and purchasing stock for plumbing repairs. We discussed and reviewed the reports for the city and the city water, sewer, and garbage dept. Negatives this month due to replacement costs for hardware. Insurance gave report on fire, value was not estimated as high but we can still make claims on the items. RCI uploading all our maps. Motion to approve reports made by 7:36pm 7. Cancelled the election scheduled for May 7th, 2022. Motion made to cancel election as incumbents had no challengers, made by Frank Pearce, 2nd by Aaron Bessett, 7:37pm 8. Discussed and approved the software package necessary for the city judge to report fines to the state and send state payments for citations. Skipping ahead on agenda items: Reviewed the bid notice for cleanup of the burned out city hall and approved the notice sO the city can proceed to advertise for the bid. Reviewed the possible naming of a new city judge and discussed the terms of the agreement. Discussed terms, hourly fees and cost minimums. Motion to approve as presented, made by Franky Soto, 2nd by. Jessica Scales, passed by unanimous vote. 7:58pm 10. Discussed and approved the city resolution to proceed with the water improvement project with the grant from the USDA. Motion made to discuss and approve proposed water rates and schedule a public meeting to advise everyone. Motion to agree to go with Option 2 of the rates chart plan, and to base rate at minimum 1,000 gallons per customer, and schedule public meeting to advise of the changes. Motion made by Aaron Bessett, 2nd by Franky Soto, passed by unanimous vote. 8:22pm 11. Approved resolution 2022-2 to proceed with water grant improvement project with the USDA. Motion made to approve by Franky Soto, 2nd by Frank Pearce,  Johnie Reeves left meeting early.  passed by unanimous vote. 8:28pm 13. Mayor Reports: -Most issues discussed during reports  -Discussed siren committee status. Bref report from Jessica Scales. She has decided o members for committee, and with the help of Jason Lewis has reached out to company for analysis of best siren for our city, lowest costs, and full price including all necessary hardware and installation. Discussed how price was higher than originalyanticlpated and how all groups within the committee may not be able to cover equal amounts. Discussed city possibly paying slightly higher share if needed, to be determined once all  groups meet. Still in process. Further updates to come. 8:39pm 14.
