Opened citizen participation: James Hammett- gave update on status of his property remodel and idea what it would look like, mentioned flower bed out front to be used for adding more plants downtown. Paige Moats- gave council copy of property survey, wants city street closed or Sheri' Winter-made statement about private matter, about her harassment against local citizens, states she was harassed by a council member as well, is now asking that council member to resign. Ongoing investigation, no public comment made from council Sue Ransom- states she was asked to be here to take notes for the newspaper Michelle- discussed SSCFA, great fundraiser, great turnout, raised dollar amount unknown but definitely did well, wanted to update us on issue. maintained fully like other roads in town member or council. All other citizens present had no comments 7:20pm 3. New council members were sworn in and the necessary paperwork signed. Jessica Scales and Larry Crump, both unopposed incumbents, were sworn in, took oaths, 7:24pm 4. Reorganized the council. Franky Soto made motion to nominate Frank Pearce as Mayor Protem, 2nd by Larry Crump, passed by unanimous vote. Council discussed his contract and reasons for hiring. Discussed pay and hours monthly and additional items needed. Chose and signed all necessary documents. passed by unanimous vote. to hire. Advised us we would want to pay them directly and give out 1099 Forms, paying Sheriffs directly as employees. Will need more specific oridinances or amendments to give them authority to enforce state code and local code. Discussed budget. Discussed hours available. Discussed main citations to help offset costs to city, as we have very tight budget. Council will discuss further with upcoming budget 7:55pm 10. Discussed monthly reports for the City and for the City water, sewer, and garbage. Scheduled special meeting for certificate signing to begin water process, June 2nd 2022 at 7pm. Based on amount spent as landlord last year and never having full open restaurant, may not be financially viable. Jessica Scales made motion to renew lease and find another business to try again. Motion died on the floor, no second made. Lease will not be renewed. 8:11pm 12. Discussed purchase of software for the municipal court. Discussed price, training, and packages avail. Discussed and set date for budget workshop for 2022-2023 budget. Best date for everyone is Friday May 27+h, 2022. After engineer inspection he recommends shoring up wall for structural integrity buti is not necessarily needed if space won't be occupied. Siren: still waiting to hear back from Oncor, they have scheduled meeting for 5/11, will know more than if we qualify for any assistance programs to get us free pole. TruClear-waiting on pumps still, scheduled to be delivered this week. Hoping for Street signs: still working on getting up and replacing ai few fittings, almost done. Water tower needs work, looking at costs up to $50,0001 for this tower, last tower repair Drought: Contingency plans being reviewed, as we have had not any substantial rain in months.
