City of Richland Springs Minutes of City Council Budget Workshop Meeting on May 27th, 2022 Meeting: Discussion oft the new budget for the 2022-2023 fiscal year Council Attendees: Mayor. Johnie Reeves Council Members: Aaron Bessett, Franky Soto, Frank Pearce, Larry Crump, and Jessica Scales Called to Order: 8:00AM Note Taker: Jessica Scales Absent: Larry Crump Guests present: none City officials present: Mayor, Johnie Reeves; Mayor Protem, Frank Pearce; Treasurer, Franky Soto; Secretary, Jessica Scales; Aaron Bessett; City Water Manager, Chris Perry. 8:10am 1.Opened meeting with a prayer. 8:11am 2. Appointed official City of Richland Springs Secretary to do all administrative work in the office and sign off on needed documents for USDA, cannot be a council member. Passed resolution showing 6 month appointment of Chris Perry as City Secretary. Motion made by Aaron Bessett, 2nd by Franky Soto, passed by unanimous 8:15am 3. Denied the proposed rate changes to Oncor rate charges. Will allow us to go through PUC to have reasonable rate set. Motion to deny made by. Jessica Scales, 2nd by 8:18am 4. Discussed wall work on old city hall. Have decided to clean it up: and leave wall as is. Will avoid wall during cleanup, same bidder. Has proper equipment for safety. Motion to approve removal of debris for original bid made by Frank Pearce, 2nd by Aaron 8:23pm 5. Discussed amendments to ordinances to better enforce them. Some ordinances do not have a fine set or direct reference to code. Amended swine ordinance to add: specific fine amount andi to allow exception of 4H and Amended cleanup ordinance 2006-5 to show it being enforced to meet Health and Safety code nuisance and solid waste regulations per Texas Code. Amended 2019-1 ordinance to add in same Health and Safety line as previously noted. Motion to approve all changes to ordinances made by Aaron Bessett, 2nd by Franky Soto, vote. FFA project pigs. passed by unanimous vote. 8:32am Budget Workshop Discussed sales tax and property taxi incomes, our highest incomes to the city, about Discussed prices for RV park. Lower income than usual. No longer competing with the 3 Discussed audits being needed yearly for the USDA water project, going forward, adding Discussed who we could hire locally to audit city books. Local man suggested is retiring, but gave us reference. Will looki into him. Will also check with Shahan, if he is allowed to Discussed Commissioners Court meeting. It went well, seems they are open to Went through entire budget and set numbers for all, attempting not to go over. Chris will update all and give us better idea at next meeting. With USDA payments and 9:27am No further discussion needed. Motion made to adjourn meeting by Aaron $80,000-$88,000 yearly, respectively. others in the areas, may need to lower prices substantially. an additional $6,000-$10,000: a year fee. audit us, will see if conflict of interest or not. approving our municipal court setup. current bills, will be very tight.
