Citizen and Guest Participation: for the school, mayor advised council would discuss James' Womack, Superintendent R515D-requesting 2 blocks of public streets be closed Jason Lewis-wanted to discuss procedure for vagrancy due to recent incident downtown with homeless woman camping on sidewalk. Mentioned HB 1925, which prevents camping on public streets. Advised city can only do sO much when people are on private property and that property owners must address, SSSD was called and issue handled best as possible following proper process already in place. Sheriff. Jenkins confirmed Mando Garcia-believes. all issues lie with ongoing drug problems int the area and states need further reporting of events by citizens as they are witnessea/nappening for deputies to be able to catch crime happening, requesting everyone be on the lookout 7:15pm 3. Michelle and Kate would like to discuss proactive solutions available fromi the city to assist the non-profit organization in animal management. Michelle suggested city! holding pens be built. Council advised noti feasible, would need to meet required state requirements, would require too much tax payer funding, and would not be ablei to be managed by cityl leaving too many liability issues. She requested more compassion from the citizens and city council. Advised. in these tough times of pending economic recession, people's priorities are on other people int the community more sO than animals, and they cannot be forced to care more. Council recommended doing more fundraising and marketing to get their message out to citizens and area, cannot force people to care/volunter/foster or use their tax dollars to do sO because they cannot or will not. City advised would use website and Facebook to note the organization is looking for assistance in fostering and donations to cover costs. Jason asked who is to be contacted for animals left on properties ofi individuals who leave their properties suddenly, wants to know how city will address. Advised once again iti is private property and city cannot do much. Sheriff.
