Citizen and Guest Participation: Jill - no comments Michelle - states opinion that council didn't show enough consideration last meeting in reference to animal activism. Advised our first priority is city and citizens and considering how they want their tax dollars used. If they want to donate or volunteer, that is up tot them but we can'ti force it, or use funds to run a non profit. Paige - has questions about code enforcement and city enforcing ordinances. Advised ordinances are in place andi if they see something in violation, citizens need to call SSSD and report issues, in order for deputies to enforce. Advised citizens will need to proactively handle these issues through Sheriffs Dept, city already did what it can, there should be no reason to call the city for these issues at this point. 7:06pm 3. Discussed multiple connection exemption request from Sheri and Marlan Winter. They are requested their three houses on one property being used separately for tenants be exempt from rulei in place for city (multiple connections/houses paying separate bills on same properties). Discussed how rule being used currently. Decided it's ok for businesses but noti for residents, as thel business locations are spending money at other local businesses. Business' will be exempt, with request via city, no other verification needed at this time. Discussed and took action on UTV ordinance 2022-8 in the cityl limits of Richland Springs. Currentlyi it's illegal to use any utv/atv in city, per state laws. Exemptions will need to be specified.
