City of Richland Springs Minutes of City Council Meeting on. January 9th, 2023 Meeting: Discussion of the regular business oft the city Council Attendees: Mayor. Johnie Reeves Called to Order: 07:00 PM Note Taker: Jessica Scales Manager, Chris Perry. Guests present: Paige Moats 7:00pm 1. Opened meeting with a prayer. 7:01pm 2. Citizen and Guest Participation: Council Members: Aaron Bessett, Franky Soto, Frank Pearce, Larry Crump, and. Jessica Scales City Officials present tonight: Mayor, Johnie Reeves; Mayor Protem, Frank Pearce; Treasurer, Franky Soto; Secretary, Jessica Scales; Aaron Bessett; Larry Crump; City Water Paige- street signs still wrong on Richland St. and culvert on same street crushed, needs 7:03pm 3. We discussed and approved previous minutes. Motion. to approve made by 7:04pm 4. We discussed and approved payment of bills for the city and the water sewer and garbage. Motion to approve made by Aaron Bessett, 2nd by. Jessica Scales, passed by 7:08pm 5. Discussed and approved the monthly reports for the city and the water sewer and garbage. Discussed community center now being properly setup as emergency shelter as well. Motion to approve made by Frank Pearce, 2nd by Larry Crump, passed by 7:13pm 6. Discussed making improvements to City Hall to make iti fully handicap accessible for all citizens, i.e. adding ramps, rails, flat areas from parking to entrances, etc. Discussed what will need to be checked first before implementing, will go from to bei fixed to allow water runoff, causing flooding issues. Mayor Reports: Water Improvement Project; still waiting on USDA and TCEQ to both approve 'in Sewer treatment; waiting on samples and analysis tests. Mr. Warren(man spraying the sludge) also wants clause added to contract about liability issues. Old cityl hall; Mr. Brockman is currentlyi ill, spec sheet still in progress. process' application to begin Elections; deadline dates to file posted publicly. 7:23pm 8. Opened bids for work needed on the Community Center. Received one bid to do the work from Roy Mahea, a painter/coach for SSISD. Already inspected site, gave bid of "$5,000. Discussed color, decided on a light creamed coffee color to match downtown stone colors. Motion made to approve bid and begin work on Community Center, by Frank Pearce, 2nd by Franky Soto, passed by unanimous vote. 7:30pm 9. No executive session needed. Final note before adjourning: We received TCEQ violation for test we weren't told needed to be done on our system every 3 years. Will try to do necessary tests by first Wed in February before city water testing to have all results available and try to avoid fines or penalties (which have not been set at this time). Also noting city never received any reminders about said tests, allegedly should 7:33pm 10.
