Opened meeting with a prayer. 11:27am 2. Discussed old water office project bids. Since last council meeting we have received at third local bid from Tony. Jacobs. We discussed the amount we had to work with for the entire project without eating into city fundinglcurrently still using insurance money from fire claim). The amount we have is about $107,000. We discussed timelines and what needs to be done by when. We will need to get as much construction work out oft this amount as possible, to avoid incurring too high a cost to the city. Electrical, plumbing, flooring, kitchen, and wall finishings will still need to be done int the future to finish the interior. Discussed the bids, starting with the one our insurance company chose: MPAK Construction(Ft. Worth/referred byi insurance company) - Bid is $118,450.00, he Tony. Jacobs(San Saba/most local, recent project Mama J's Café bldg) - Bid is $93,000.00 Discussed contractor location and expenses including labor and travel. Closest bidder costs less due to this. Discussed examples of their work; they provided references. Discussed the basics and what we know we want done for sure, creating an enclosed dry building. We want a full pole barn to enclose and create dry space, a steelframe roof with membrane, backdoor metal rolling door, all outside wall framing done in 2x6s, entire storefront completed with windows Called and spoke with each contractor, and went over the details of the work for each section/root/wals/storeront/Dack wall) and materials needed. Curtis Durham does not do membrane roofs, which we know we need, bid would go up drastically for him to hire roofer to install membrane. He states they will do the outer interior walls, framed with 2x6s, OSB and moisture barrier. Insulation included, but can't be done until we do electrical wiring, but he could leave for us to install ourselves when we get to that point. Storefront would be completed and bronzed energy efficient windows and door will bei installed. Duralast would bei installed for roofguaranteed 20 years, after inspection upon completion), either 50/80mil, to be decided when construction begins. A1 TPO roof, hooked and flushed to masonry, roof insulation(R6) inside insulation(R30) and al high ceiling for roof slope to leave room for HVAC. Exact roof price remains unconfirmed until specific type chosen. Includes flashing, sealing, wall edging and trusses. He has a spare metal roll up door hei is willing toi install, price not included but could get one for discount installation price "$1,500. He also suggests replacing front awning. He has also talked to insurance company, and he could request extension for us for project. Start date would be starting next Monday (1/15/24). Tony: He is insured, not bonded. He could get bonded for the project for a small additional feel"$1,000). He states they will replace all steel on building, including steel door on back. They will clean and remove all burned wood and replace any wood that needs replacing. They will use Austin city code to construct headers, beams, LVLS, and all load bearing walls. They too will do the outer interior walls, framed with 2x6s to properly support stone walls, using OSB and moisture/weather barrier, insulation included. They would be framing 3 walls for the pitch (making sure it correctly drains off back building) and backwall in steel for roll up door. He would install rollup door of our choice. New windows and doors will bei installed, of our choice when the storefront is completed. They will paint all doors and window frames as well, color our choice. A TPO membrane roof would bei installedlguaranteed 35 years), correctly connected, with insulated high ceiling for roof slope to leave room for HVAC. Includes flashing, sealing, wall edging and trusses as well. States when we do electrical they can come out and penetrate for us, free. Start date would also be starting next Monday (1/15/24). After hearing from all contractors and discussing similarities, we discussed which bid would be best for1 the city. Tony. Jacobs bid includes same work as MPAK but also includes backwall steel framing and metal door, plus paint for front. Also cost is drastically less and under our total amount available at this time. $25,450 is difference in bids. That amount could go to future Discussed estimated costs to completely finish out the project. Building out remaining inner walls, flooring, drywall, plumbing, kitchenette, insulation on inner walls, at least $35,0001 for all that. Electrical wiring and breakers will be highest expense, current prices would be around $80/sqf ft. Hard to estimate exact cost, but a minimum of $20,000. We will definitely have to use regular cityf funds to complete project ats some point. Did al hand vote on who we would select. One council member abstained from vote, knows one of the contractors. Vote of 3i in electrical wiring and other costs associated with project. favor of Tony. Jacobs, 0 votes for MPAK. Vote accepts Jacobs bid. Motion made to accept the Tony. Jacobs bid to begin construction as planned. Motion made by Aaron Bessett, 2nd by Jessica Scales, Jason voted yes, Franky abstained. Motion passes with 3-0 12:45pm 3. No other discussion needed.
