MINUTES HEATH CITY COUNCIL REGULAR MEETING TUESDAY, OCTOBER 10, 2023 at 6:30 PM ATTENDING: KELSON ELAM, MAYOR PAUL: RUFFO, MAYOR: PROTEM SHARON CALDWELL JIM CHESTER RICH KRAUSE BRENT WEAVER ABSENT: DONNA ROLATER Mayor Kelson Elam called to order the Regular meeting at 6:32 p.m. Councilwoman Sharon Caldwell delivered the Invocation and led the Pledge of Allegiance. Public Comment Proclamations No one signed up to speak ati the open forum. Mayor Elam read aloud a proclamation proclaiming the month of October 2023 as National Domestic Violence Awareness Month and urged all Heath citizens to actively participate in the scheduled activities and programs sponsored by' Women in Need to work towards the elimination ofintimate partner, domestic and teen dating violence. Present were: Judge Mark Russo, County Judge Frank New, Cedys Velez, Legal Advocate Heather Adams and Rockwall County District Attorney's Office Kerri New also served as Chief ofi the Family Violence Division. 3. Director ofITCarter Smith provided aj presentation stating that thei implementation ofa modern and effective security system is crucial for protecting city property and staff. The city currently relies on an outdated access control system that was introduced over 15 years ago. Staff has determined that more than a few inefficiencies with the current system. Thisi includes a reliance on onsite servers, an unintuitive user interface that is difficult to learn and train on with new staff, and an outdated implementation that is difficult to expand and troubleshoot. The access control platform does not include panic buttons or sensors. The city currently relies on a camera system that has some inefficiencies that require a lot of staff time. This platform is much more modern than the access control system but still depends on an onsite server and lacks a lot of automation tools that would bei useful fors staff. When investigating issues, officers depend solely on rough timelines and manually scan through videos until an incident can be identified. The Verkada Command system combines cameras, alarms, a variety of sensors, and door access control into one] platform. The platform is fully cloud based, eliminating the need ofi maintaining City Council Minutes- October 10, 2023 Pagel 1of3 and replacing expensive server arrays. Being in the cloud, authorized users can access and respond to alarms and events ini real timei from anydevice, authenticatedthrought the city'ssingle sign on and 2FA system. The Verkada platform provides unlimited users and unlimited remote support under the hardware licensing. Incidents generated from forced doors, camera motion detection, or from temperature sensors and panic buttons will be automaticaly. linked to nearby cameras to simply the investigation process. Investigators can search through footage based on smallidentifiers: from witnesses, such as red] hoodie or white SUV, orimpypatomtallydve footage down to when activity was detected instead of manually crawling through hours of video. Thej platform willl bring additional securityfeatures that the city currentlyl lacks: the useri interface is easytolearn andi includes excellent documentation and training videos, protecting against loss ofi institutional knowledge; temperature and air quality sensors are included to protect critical assets such as IT and DPS equipment; panicl buttons will bei installed at primary points, linked to Heath officers and potentially to dispatch; access control will use cell phones instead ofl badges, allowing for encryption and authenticating the user; doors can be placed on a schedule, automatically unlocking during public hours and locking after hours; and all hardware comes with a 10-year warranty and next day RMA, reducing time with blind spots due to downed cameras. This system makes deployment and integration with the planned DPS station and Public Works facility quick and simple. Devices can bes separated by site and access given to specificauthorized users, allowing unique alarms and response types for the needs of the new: facilities. hardware, installation and setup totals $91,909.10 and a three-year licensing $25,625.26. MOTION MADE: SECONDED: APPROVED: ABSENT: MAYOR ELAM KRAUSE ROLATER, WEAVER PASSED UNANIMOUSLY BYTHOSE: PRESENT 4.b Discussion and Actions Regarding a Resolution Nominating a Representative to City Secretary Norma Duncan stated that the Rockwall Central Appraisal District (RCAD) consists of representatives from the five taxing entities and the County is represented by the CountyTax. Assessorwhoserves asai non-votingmember. Each appointed: representative: serves a two-year term from January: 1, 2024 through December 31, 2025. Mayor Elam stated that Heath has 120 votes and Rockwall ISD has 2685 votes. For the record, RISD has control of most of the votes, therefore controls the board. When Austin decided to solve the Robinhood problem, they decided to go with market value on everything and appraisals went to market value. This year instead of going back to the general fund, they increased the homestead exemption which meant it transferred over to the cities. Council/City Manager Comments City Manager Aretha Adams thanked the staff, DPS, PW and Suzanne Brooke for a successful National Night Out and thanked everyone that came out. Mayor stated that wel have ai real issue with truancy at the High School and students walking to Tom Thumb and creating havoc. This has gone beyond shoplifting but to looting and vandalism. We are putting together a group to include, the school intendent, school board members, the chief, city staff, Judge Mark Russo to help stop this problem. City Council Minutes October 10, 2023 Page 2of3 6.1 Executive Session At 6:59 p.m., Mayor Elam recessed the meeting to Executive Session (closed meeting) stating that in accordance with Texas Government Code Chapter 551, Subchapter D, the City Council recessed into Executive Session (closed meeting) to discuss the following: Section 551.071: Consultation with. Attorney on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter, regarding: (i) zoning and platting standards, Local Government Code shot clock, and Trilogy final plat; (ii) Trilogy development in McLendon- Chisholm city limits and extraterritorial jurisdiction; and (ri) moratorium on property development under Chapter 212, Subchapter E of the Texas Local Government Code; and Section 551.071: Consultation with. Attorney regarding pending or contemplated litigation or settlement offer regarding: (i) City of Heath V. Melendon-Chisholm, Cause No.: 1-22-1204; and (ii) MCTrilogy' Texas, LLCV. City of Heath, et al., Cause No. 3:22-CV-02154-D. At 7:45p.m, Mayor Elam closed Executive Session and reconvened the meeting into open session stating that no action was taken in the Executive Session.
