MINUTES JOINTWORK: SESSION ARCHITECTURALREVIEW BOARD THURSDAY, OCTOBER 19, 2023 at 5:30 PM ATTENDING: Greg Ramey, Chairman Richard. Call to Order Mayor Pro' Tem, Paul Ruffo called the meeting to order at 5:37 p.m. 2. Items for Discussion 2.a Home Occupation Ordinance Assistant City Manager Kevin Lasher provided an update to the draft revision oft the City of Heath Ordinance for the regulation ofh home-based businesses and stated that the purpose of the ordinance is to control home business to minimize annoyance and inconvenience to neighboring property owners within residential areas. These standards are intended to allow reasonable and comfortable enjoyment of adjacent and nearby property by their owners and by occupants of neighboring residential dwelling while providing opportunities for the pursuit of home-based businesses. Lasher provided a marked-up version of the ordinance highlighting new and revised text. The board continued to discuss the revisions and staff would provide an updated and clean version with the recommended changes. Assistant City Manager Kevin Lasher stated that this ordinance originated primarily from the water usage shortage issue that the city faced this summer. Lasher provided an update ofthe proposed CityofHeath! Landscape Ordinance stating the draft was approximately 75% complete. The purpose of the ordinance is to establish standards for the installation and maintenance ofl landscaping and screening according to recognized xeriscape principles and to provide for the protection of native vegetation. City Manager Aretha Adams reiterated that the water issue is not going to go away soon and wel have to start operating underanew 2.b Landscape Ordinance. norm and this ordinance will help. 2.c Donation Box Ordinance. Director of Planning Aaron Adel identified and provided pictures of all the donation drop boxes located in the city to show that they are not tended to. Adel stated that these drop boxes cannot not be banned and are considered a free of speech, therefore the city will consider ways to regulate them. A draft ordinance is being drafted and the purpose is to protect the public health, safety and welfare; require a permit; protect the aesthetic well- being of the city; promote orderly land use; and provide legal remedies for unpermitted or poorly maintained boxes. Update 3.a Moratorium Ordinance Assistant City Manager Kevin Lasher provided an update on the proposed moratorium ordinance stating that the ordinance will allow the City to take al breath regarding the water situation. Wea are still working on one issues and plan tol have this completed next month in November. Slow down the building permits at least until we have the results of the water study toi find an alternate water solution. 3.b Comprehensive Plan Update. Director of] Planning Aaron Adel we are about a quarter into the time lime oft this process of updated the 2018 Comprehensive Plan. The Comprehensive Plan Steering Committee has stared to meet regularly, working committee. Adel stated the 2018 Comp Plan Vision Statement is A lakeside community of premiere neighborhoods with open green spaces, parks and trails, cultural amenities, and exemplary education system, and distinctive economic development in order to provide the highest level of public services - a place to call home for a lifetime. The committee met in June, July and October with plans to meet again in December, Jan, March April and presentations to Council in June 2024.. The next steps are to start editing the document, review FLUP, infrastructure, CIP projects, tree preservation and landscape, draft updated recommendations matrix. 4. Future Topics 4.a DirectorofPlanning.
