CITY COUNCIL MINUTES REGULAR MEETING  KERRVILLE, TEXAS MARCH 12, 2019  On March 12, 2019, at 6:00 p.m. the meeting was called to order by Mayor Bill Blackburn int the City Hall Council Chambers at 701 Main Street. The invocation was offered by Councimember Delayne Sigerman, followed by the Pledge of Allegiance led by Ms.  Sigerman. Resolution No. 10-2019: Authorizing the submission of a grant application to the Office of the Governor by the Kerrville Police Department for the purchase of a mobile 4B. Resolution No. 11-2019: Authorizing the submission of a grant application to the Office of the Governor by the Kerrville Police Department for the purchase of a narcotics 4F. Minutes for the regular City Council meeting held on February 26, 2019.  command center.  identification system.  END OF CONSENT AGENDA:  5.  PUBLIC HEARING AND ORDINANCES, FIRST READING:  5A. Ordinance No. 2019-06 amending the City's "Zoning Code" by changing a portion of an existing Planned Development District (PDD); such change to remove an approximate 23.84 acres from the PDD, consisting of Lots 1 and 2, Block 1, and Lots 1 and 3, part of Lot 2, Block 2 of the OLH Subdivision, said subdivision within the City of Kerrville, Kerr County, Texas; such property more commonly known as 235, 575, 581, and 601 Peterson Farm Road; by removing this portion of the property from a PDD and placing it within the Airport Zoning District (AD); containing a cumulative clause; containing a savings and severability clause; providing for a maximum penalty or fine of two thousand dollars ($2,000); ordering publication; and providing other matters relating  to the subject.  Mr. Blackburn opened the public hearing at 6:38 p.m. Rebecca Pacini presented information and responded to questions.  Citizen Bruce Stracke spoke. Airport Manager Mary Rohrer spoke.  Mr. Blackburn closed the public hearing at 6:51 p.m.  Councilmember George Baroody moved to approve Ordinance No. 2019-06, firstreading,  as presented. Ms. Eychner seconded, and the motion passed 5-0.  6.  CONSIDERATION AND POSSIBLE ACTION:    6A. Application to the Kerrville Economic Improvement Corporation for a Project Funding Agreement for the design, engineering, and construction of an extension of  Olympic Drive to Loop 534.  Mr. Blackburn opened the discussion at 6:52 p.m. E.A. Hoppe presented information and responded to questions. Mr. Blackburn closed the discussion at 7:10 p.m. seconded, and the motion passed 5-0.  Ms. Sigerman moved to approve and to authorize staff to proceed. Ms. Sigerman moved to appoint Paul Zohlen and Dennis Ferguson to the two vacant alternate positions. Ms. Eychner seconded, and the motion passed 5-0. 8B. Appointment to the Senior Services Advisory Committee. Committee. Mr. Baroody seconded, and the motion passed 5-0.  Ms. Eychner moved to appoint Sandra Yarbrough to the Senior Services Advisory  9.  EXECUTIVE SESSION:  City Council may, as permitted by law, adjourn into executive session at any time to discuss any matter listed above including if they meet the qualifications in Sections 551.071 (consultation with attorney), 551.072 (deliberation regarding real property), 551.073 (deliberation regarding gifts), 551.074 personnel/otcers, 551.076 deliberation regarding security devices), and 551.087 (deliberation regarding economic development 9A.
