CITY COUNCIL MINUTES REGULAR MEETING KERRVILLE, TEXAS MAY 14, 2019 On May 14, 2019, at 6:00 p.m. the meeting was called to order by Mayor Bill Blackburn int the City Hall Council Chambers at 701 Main Street. The invocation was offered by Councilmember Judy Eychner, followed by the Pledge of Allegiance led by Councimember Eychner. Mayor Blackburn presented representatives from the Kerrville State Hospital, the Kerrville State Hospital Volunteer Services Council, and the National Alliance of Mental Iness, a Proclamation designating May 2019 as Mental Health month in Kerrville, 3D. Mayor Blackburn presented Lora Walters a Proclamation proclaiming May 2019 as 3E. Mayor Blackburn presented a Certificate of Recognition to Tivy High School Art teacher Marty Garcia congratulating the Tivy Art Class for bringing art to downtown 3F. INFORMATION & DISCUSSION: Mayor Blackburn shifted the Information and Discussion agenda item forward. 7A. Presentation from the Kerrville Youth Advisory Committee. presented information, and responded to questions. Members from the Kerrville Youth Advisory Committee summarized Committee activities, 4. CONSENT AGENDA: Councilmember Delayne Sigerman moved to approve items on the Consent Agenda. Councilmember Eychner seconded, and the motion passed 5-0. 4A. Minutes for the regular City Council meeting held April 09, 2019. 4B. Minutes for the regular City Council meeting held April 23, 2019. 5. PUBLIC HEARING AND ORDINANCES, FIRST READING: END OF CONSENT AGENDA: 5A. Ordinance No. 2019-09, an ordinance annexing a portion of an approximate 35.05 acre tract of land out of the S. Wallace Survey No. 113, Abstract No. 347, and into the corporate limits of the City of Kerrville, Texas; said tract being located within Kerr County, Texas, and the Extraterritorial Jurisdiction of the City of Kerrville, Texas; and generally located adjacent to Loop 534 (Veterans Highway); further describing the property to be annexed; adopting a service plan for the property annexed; and establishing the zoning Drew Paxton presented information, and Drew Paxton, E.A. Hoppe, and Mark McDaniel both for the property annexed and the entire tract. Mayor Blackburn opened the public hearing at 7:05 p.m. Mayor Blackburn closed the public hearing at 7:11 p.m. responded to questions. Councimember Eychner moved to approve Ordinance No. 2019-09 first reading as presented. Councilmember Gary Cochrane seconded, and the motion passed 4-1, with Councimember Cochrane, Councilmember Kim Clarkson, Councimember Eychner, and Councilmember Sigerman voting in favor and Mayor Blackburn voting against. 6. ORDINANCES, SECOND READING: 6A. Ordinance No. 2019-08 amending the City's "Zoning Code" by changing the zoning district for a portion of a 10.06 acre tract out of the Thornton F. Hollis Survey No. 143, Abstract No. 181, within the City of Kerrville, Kerr County, Texas, and more commonly known as 100 Concho Drive; by removing the area from an R-1 Residential. Zoning District and placing it within the Guadalupe River Zoning District; containing a cumulative clause; containing a savings and severability clause; providing for a maximum penalty or fine of two thousand dollars ($2,000); ordering publication; and providing other matters relating to the subject. (File No. 2019-019). Drew Paxton presented information and responded to questions. Councilmember Eychner moved to pass Ordinance No. 2019-08 on second reading as presented. Councimember Sigerman seconded, and the motion passed 5-0. 6B. Ordinance No. 2019-07 amending the City's "Zoning Code" by changing the zoning district for an approximate 4.09 acres, consisting of two tracts out of the Patrick Fleming Survey No. 666, Abstract No. 145, within the City of Kerrville, Kerr County, Texas; and more commonly known as the property located at 2011 Easy Street; by removing the property from the Gateway District and placing it within the 23-N Zoning District; containing a cumulative clause; containing a savings and severability clause; providing for a maximum penalty or fine of two thousand dollars ($2,000); ordering publication; and providing other matters relating to the subject. Information and Discussion was presented before Agenda Item 4, (see above). Councilmember Sigerman moved to appoint Councimember Eychner as Mayor Pro Tem. Councilmember Clarkson seconded, and the motion passed 5-0. 8B. Appointment of Councimember to the Airport Planning Committee. Councimember Eychner moved to appoint Councimember Cochrane to the Airport Planning Committee. Councimember Sigerman seconded, and the motion passed 5-0. 9.
