CALL TO ORDER KERRVILLE, TEXAS SEPTEMBER 24, 2019 4:00 PM On September 24, 2019, at 4:01 p.m., the Kerrville City Council Workshop was called to order by Mayor Bill Blackburn in Council Chambers at 701 Main Street. CONSIDERATION AND POSSIBLE ACTION 2.A. Kerrville Economic Development Corporation presentation of the Fiscal Year Gil Salinas, Kerrville Economic Development Corporation, presented the Kerrville Economic Improvement Corporation proposed budget for Fiscal Year 2020, reviewed and highlighted the business plan and performance metrics, and responded to 2020 budget. questions. 3. CONSIDERATION AND POSSIBLE ACTION: 3.A. Annual Kerrville Economic Improvement Corporation budget for Fiscal Year 2020. E.A. Hoppe presented the item and responded to questions from the Council. Councimember Delayne Sigerman moved to approve the Annual Kerrville Economic improvement Corporation budget for Fiscal Year 2020. Councilmember Judy Eychner 3.B. City of Kerrville Funding Agreement with Kerr Economic Development Corporation. seconded, and the motion passed 4-0. E.A. Hoppe presented the item. Councilmember Eychner moved to approve the Funding Agreement with Kerr Economic Development Corporation for an amount up to $50,000.00 for Fiscal Year 2020. 3.C. Economic Development Grant Agreement between the City of Kerrville, Texas Economic Improvement Corporation and the Kerr Economic Development Corporation for an amount up to $250,000.00 for Fiscal Year 2020, Fiscal Year 2021, and Fiscal Year Councilmember Sigerman seconded, and the motion passed 4-0. 2022 upon annual review. E.A. Hoppe presented the item. Councimember Sigerman moved to approve the Economic Development Grant Agreement. Councilmember Eychner seconded, and the motion passed 4-0. 3.D. Administrative Services Contract between the City of Kerrville, Texas and the City of Kerrville, Texas Economic Improvement Corporation in the amount of $185,000.00. E.A. Hoppe presented the item. Councimember Kim Clarkson moved to approve the Administrative Services Contract between the City of Kerrville, Texas, and the City of Kerrville, Texas Economic Improvement Corporation in the amount of $185,000.00. Councimember Eychner seconded, and the motion passed 4-0. 4. RECESS 5. RECONVENE The workshop was recessed by the Mayor at 4:55 p.m. The workshop was reconvened by the Mayor in the upstairs large conference room at 5:12 p.m. Councilmember Gary Cochrane arrived, was recognized, and was present during the remaining Council workshop. 6. INFORMATION AND DISCUSSION 6.A. Progress Report Regarding Development Services Improvements. Guillermo Garcia presented the report, and responded to questions from the Council. 7. ADJOURNMENT.
