CITY COUNCIL SPECIAL-CALLED MEETING MINUTES CITY HALL COUNCIL CHAMBERS, KERRVILLE, TEXAS OCTOBER 21, 2020 5:00 PM CALL TO ORDER: October 21, 2020, at 5:00 p.m., the Kerrville City Council Special- called meeting was called to order by Mayor Bill Blackburn at the Kerrville City Hall Council Chambers, 701 Main Street. The invocation was offered by Councilmember Kim Clarkson, followed by the Pledge of Allegiance led by Councilmember Clarkson. Hoppe Mike Hayes Kim Meismer None City Manager Deputy City Manager City Attorney Shelley McElhannon City Secretary Executive Director for General Operations VISITORS PRESENT: A list of the citizens physically present during the meeting is on file in the City Secretary's Office for the required retention period. In addition, public Councimember Judy Eychner made a motion the City Council adjourn into closed executive session under 551.071 (consultation with attorney), 551.072 (deliberation regarding real property), and 551.087 (business prospect/economic development). Councimember Gary Cochrane seconded, and the motion passed 5-0. Mayor Blackburn convened the special-called meeting into closed executive session at participation was engaged through a Zoom webinar. 5:03 p.m. 1. EXECUTIVE SESSION: City Council may adjourn into executive (closed) session at any time to discuss any matter listed above including if they meet the qualifications in Sections 551.071 (consultation with attorney), 551.072 (deliberation regarding real property), 551.073 (deliberations regarding gifts), 551.074 Personneloficers), 551.076 (deliberation regarding security devices), and 551.087 Ousnesspospedeconmone development) of Chapter 551 ofthe Texas Government Code. Council will discuss the following matters in executive session: 1A. Subdivision Development Agreement with Lennar Homes of Texas Land and Construction, Ltd., for City-owned property located in the 3200 block of Loop 534 The closed executive session adjourned, Council returned to open session at 5:19 p.m. (551.071,551.072, and 551.087). 2.
