CITY COUNCIL MINUTES REGULAR MEETING KERRVILLE, TEXAS SEPTEMBER 28, 20216:00PM On September 28, 2021 at 6:00 p.m., the City Council meeting was called to order by Mayor Bill Blackburn at the Cailloux City Center, 910 Main Street. Councilmember Kim Clarkson provided the invocation and led the Pledge of Allegiance. Proclamation recognizing September 2021 as National Recovery month. Mayor Blackburn presented a proclamation identifying September 2021 as National Recovery month in the City of Kerrville. Recovery Community Coalition Co-Chair Sabine Kuenzel accepted the proclamation. 2B. Proclamation recognizing October 2021 as Dark Sky month. Mayor Blackburn presented a proclamation identifying October 2021 as Dark Sky month in the City of Kerrville. Bruce Barton, Debbie Thompson, Bill Rector, and Greg Martin accepted the proclamation. Resolution No. 39-2021. A Resolution approving the budget for Kerr Emergency 9-1-1 4B. Interlocal Cooperation Contract between Texas Health and Human Services Commission (acting on behalf of the Kerrville State Hospital) and the City of Kerrville for pre- Roman Garcia seconded. The motion passed 5-0. Network for Fiscal Year 2022. employment and fitness for duty evaluations for police officers. 4C. Minutes fort the City Council workshop held September 14, 2021. 4D. Minutes for the City Counciln meeting held September 14, 2021. END OF CONSENT AGENDA. 5. ORDINANCES, FIRST READING: 5A. Ordinance No. 2021-26. An Ordinance amending Chapter 2, Administration',Aticle IV" "Boards and Commissions", Section 2-91 "Senior Services Advisory Committee" of the Code of Ordinances of the City of Kerrville, Texas; by decreasing the membership of this committee to 9 members; and providing other matters relating to this subject. Councilmember Eychner moved to adopt Ordinance No. 2021-26, and Councilmember Citizen Raymond Tear advised City Council that he had signed up to speak for the Citizens isitors forum. Upon review, staff clarified that citizen Raymond Tear had signed up to speak on item 8B Ethics Policy. Citizen Raymond Tear acknowledged the clarification. 6A. Ordinance No. 2021-24, second reading. An Ordinance adopting the City of Kerrville, Texas, Subdivision Code, a comprehensive rewrite of the City's Subdivision regulations; said rewrite to be known as the "City of Kerrville, Texas Subdivision Code" and found within Chapter 82 of the City's Code of Ordinances; repealing all Ordinances or parts of Ordinances inconsistent herewith; providing an effective date; and providing other matters Clarkson seconded. An Ordinance amending Ordinance No. 2019-14, which created a Planned Development District on an approximate 58.74 acre tract of land out of the Joseph S. Anderson Survey No. 141, Abstract No. 2 and the J.S. Sayder Survey No. 142, Abstract No. 290; generally located north of and in the 1000 to seconded by Councilmember Eychner. The motion was passed 5-0. 1200 block of Thompson Drive (Spur 98); said amendment to update the previously adopted Concept Plan and the Land Use Table; establishing a penalty and effective date; and providing other matters relating to the subject. Paid quarantine leave policy for fire fighters, peace officers, emergency communications personnel, and emergency medical technicians to become part of the City of Kerrville Personnel Policies and Procedures Manual. Mayor Blackburn made a motion to table the Amendments to Procedural Rules for Meetings and discuss in a future workshop, seconded by Councilmember Eychner. The motion failed 2-3, with Mayor Blackburn and Councilmember Eychner voting in favor. Discussion ensued by City Council. Councilmember Eychner moved that changes must be in writing before a vote, seconded by Councilmember Hughes. This motion was approved 4-1, with Mayor Blackburn, Councimember Clarkson, Councilmember Eychner, and Councimember Hughes voting 8D. Appointment of City Council committee for Municipal Court Judges evaluations. Councimember Eychner provided information and responded to questions. in favor, and Councilmember Garcia opposed.
