The proposed building is a one-story physical rehabilitation of42,700 SF with; 361 private beds. The zoning is PD-LR)Cobblestone Farms Phase Two. On March 28, the. Architectural Review Board recommended approval with the conditions that 1) per $159.51(J)(12), the Photometric Plan must conform with S 98.05(G), limiting point measurements to 5 FC and points under canopies to 10 FC; 2) per $159-51(J)(12), the number of parking spaces must conform to the Off-Street Parking requirements in S 159.64. Therefore, the Planning and Zoning Commission must approve the Parking Demand Study and thej provision of 109 parking spaces; and 3) add fencing to screen the delivery entrance. Architect, Robert George provided a detailed 3-D presentation and began with the Site Plan explaining the facility and providing a view of what the facility will look like stating that this is a physical rehab hospital designed to help people get back to where they were before the incident and it is a great asset to the community. George addressed traffic, facility size, parking spaces, retention area, photometric plan, floor and roofplan, building materials, landscape plan, and the monument sign. Adel stated that the Site Plan conforms to the Planned Development zoning with the following exception of the parking. Per the Off-Street Parking Ordinance, $159.64, the most similar land usei is Medical Clinic requiring one parking space per 150 square: feet which equals to 285 spaces. The applicant requests to allow one] parking space per patient room (36) + ones space per peak staff count ats shift change (70) which equals aj parking requirement of106] parking spaces. The site plan provides 109 parking spaces. The site plan conforms to the standards the Commission is responsible for considering with the exception that the Photometric Plan must conform with S 98.05(G), limiting point measurements to 5 FC and points under canopies to 10 FC. Per 151.26(B)(8), monument signs may onlyl bei illuminated utilizing internal lighting fors sculpted aluminum panels or a ground lighting source where the light itself and supporting structure are not visible from public R.O.W. The Commission recommends approval with the following three conditions: 1. add fencing to screen the delivery entrance; 2. approve the Parking Demand Study determining 109 parking spaces are: sufficient fort the hospital usei in conformance with S1 159.64 and that this determination iss specific to the hospital use; and 3. amend the Photometric Plan to conform with S 98.05(G) by limiting point measurements to5 5 FCa and points under canopies to: 10 FC. Adel stated that she would present the case and asked the Commission to enter in Executive Session for City Attorney's comments regarding the case and return to open session to make a: recommendation. Notice of Public Hearing was published on March 22, 2024, and six responses returned in favor; including 3 from the applicant, none were received in opposition. The garage has two RV bay doors and is 40' X 40' square. All detached garages in the (SF-43) District require a Conditional Use Permit and the use complies with the Comprehensive Plan Future Land Use Map. The structure conforms to the accessory structure requirements in $159.21 demonstrated in the Ordinance Compliance Matrix. According to $159.43(D), the City Council may permit a Conditional Use after review and recommendation by the Planning and Zoning Commission subject to appropriate conditions and safeguards when the Council finds: 1. that the proposed use meets all the minimum standards established in this subchapter and other applicable ordinances; 2.1 that the proposed use: meets the intent oft the district in which iti isl located, and is in accordance with the comprehensive plan; and 3. that the proposed use will not be detrimental tot thel health, welfare and safety oft the: surrounding neighborhood ori its occupants, nor Chairman James Tunnell opened the public hearing at 7:49 p.m. No one was present to speak bes substantially or permanentlyinyurious toi the neighboring property.
