Receive public testimony and approve Resolution No. MPO 2024-01 adopting the proposed amendment(s) to the 2023-2026 Transportation Improvement Program (TIP). Graciela Briones, MPO Planner, gave al brief overview oft the Transportation Improvement Program (TIP). She stated the TIP is a document federally required, developed in cooperation with partners, to program mobilityandi transit projectsforafouryear period. She further stated that all state MPOTIP documents are combined to form the Statewide Transportation Improvement Program (STIP). She also mentioned that any revisions involving major changes to the TIP were required a public review and comment period, and formal action by the MPO Policy Committee before being added to the STIP. Ms. Briones, also stated that the MPO Public Participation Plan (PPP) required a 10-day public review and comment period for any amendments done to the TIP. She continued  by presenting the proposed amendments to the TIP as follows: 1. Revision of project CSJ0018-05-089 = Replace Bridge at Uniroyal Dr.  The purpose of the amendment is to revise the project description and project limits as  follows: Current  Description: Replacement of bridge structure at Uniroyal Dr.  Limits: From 0.5 mi. S. of Uniroyalinterchange. To 2.68 mi. N. of Uniroyal interchange. DESCRIPTION: IH-35 overpass reconstruction/new, at Uniroyal Dr. and SH 84. LIMITS: From 0.47 miles South of Uniroyal interchange. To 3.22 miles North of Uniroyal 2. Discussion with possible action to approve Resolution No. MPO 2024-03, adopting and supporting the 2024Texas Deparmentoffamgoraston Safety Performance Measures Mr. Mendive, stated that the item was a federal requirement that the MPO does every year. He stated that Mr. Bernal, MPO Planner would give al brief presentation. Eduardo Bernal, MPO Planner, presented the 2024 Texas Department of Transportation Safety Performance Measures (PM1) and Targets. Mr. Bernal, stated that every year the MPO has adopted these Safety Performance Measures and Targets. He stated that the Safety PM1 had 5 measures which were done annually by Departments of Transportation (DOTS) and MPOs. He continued by stating that the Infrastructure PM2 were 6 and done every 2 years including the System Performance PM3 that were both approved back in June 2023. He stated the FTA had also the transit assets for El Metro which were 4 Mr. Bernal presented the Five Federal Safety Performance Measures as follows:  (PM1) and' Targets.  measures and were done annually by El Metro.  1. Number of Traffic Fatalities 2. Rate of Fatalities per 100 million Vehicle Miles Traveled (VMT) 3. Number of Serious Injuries 4. Rate of Serious Injuries per 100 million VMT  5. Number of Non-Motorized Fatalities and Non-Motorized Serious Injuries  Mr. Bernal, stated that Texas Transportation Commission adopted the Minute Order 115481 back in May of 2019, directing TxDOT to work towards the goal of reducing the number of deaths in Texas roadways by half by year 2035. He continued by presenting the five Performance Measures for the years 2020-2024. He stated that the numbers for year 2020-2022 were actual numbers of fatalities and serious injuries in the State of Texas, and the numbers for year 2023 were not actual numbers and for year 2024 the chart showed the target numbers and the five-year average. Mr. Bernal, stated that the targets were being passed by the Texas FY 2024 Strategic Highway Safety Plan (SHSP), he also stated that adopting the Targets was a Federal requirement but the MPOs had the option to do SO. Mr. Bernal, stated that the MPO would be adopting the lowest number Judge Tijerina, asked what the difference was between Target Data versus Actual Data. Mr. Mendive, stated that TxDOT updates these figures every year int their Highway Safety Plan. He stated that TxDOT had their actual figures for 2020-2022, but at the time the targets presented were being developed they still did not have a full year of actual data in year 2023. Mr. Mendive, further stated that based on that data, TxDOT was able to  of the two columns showed for 2024.  trend out and forecast the future years target figures.  LWCAMPO Policy Committee Meeting Minutes / January 17,2024  5    Mayor Trevino, asked what the number of non-motorized fatalities and serious injuries Mr. Bernal, gave examples oft the number of non-motorized fatalities and serious injuries Mr. Mendive, stated that construction workers working in the highways were also included in the non-motorized fatalities and serious injuries. He also stated that the Mr. Epi Gonzalez, TxDOT, stated that the figures included fatalities and injury in work Mr. Gonzalez, asked about the numbers for 2022 Actual Fatalities, as the information he Mr. Mendive, stated that the numbers presented were extracted from the Texas FY 2024 Strategic Highway Safety Plan, Performance Targets and TxDOT TPP team advised the CM. Cigarroa, asked if all the data was coming from the same source, and if the Texas Strategic Highway Safety Plan would also be TxDOT providing those numbers. Mr. Mendive, confirmed that all the numbers presented were provided by TxDOT'sTraffic CM. Cigarroa, suggested the MPO to contact TxDOT to verify the numbers before they Mr. Mendive, stated that MPO would work with the district in making sure the information is correct. He also stated that the Statewide target numbers presented were the ones being asked to be adopted by! MPOs and being used by the Traffic Safety Division Mr. Mendive, further stated that the table reflected the same as the numbers in the Strategic Highway Safety Plan Performance Measures Targets included in the packet. Mr. Mendive reminded the members that the action was for the Policy Committee to adopt Judge Tijerina, expressed concerned about the difference in the numbers presented to CM. Gutierrez, asked how many months behind are the numbers for the 2023 Targets. Mr. Mendive, stated that the MPO was required to adopt the Targets within 180 days after TxDOT did. Mr. Mendive continued by recommending the Targets were adopted as Judge Tijerina, asked what the timeline was for the Targets to be adopted. LWCAMPO Policy Committee Meeting Minutes/ / January 17,2024    Mr. Mendive, stated the item was to adopt TxDOT's targets as projected. He stated, that even if the numbers change the MPO was still working towards reducing the number of CM.Gutierrez, asked what would the consequences bei ifthose Target numbers projected Mr. Mendive, stated the MPOs were not impacted by those numbers if these targets were not met. He: also stated that this would not affect any oft the funding but it was important for the State and the MPOS to work together to bring those-numbers down. Judge Tijerina, recommended for the item to be brought back in February's meeting. CM. Mr. Ramon Chavez, City Engineer presented an update of the Hachar-Reuthinger Road. He stated that TxDOT had submitted al Management Plan to Administration. Judge Tijerina, asked for an update on the responsibilities under the City of Laredo. Mr. Chavez, stated the City of Laredo had provided all the utility adjustments and Right- Of-Way acquisition information to TxDOT in order for them to be able to submit the Mr. Chavez, continued by stating that in regards to acquisition, out of the 9 parcels, 7 offer letters had already been sent out, and 2 offer letters for Parcels 6 and 9 were still Judge Tijerina, asked on the reason for these two offer letters to taking longer than the Mr. Chavez, stated that the Reuthinger Parcel 6 with approximately 213 acres had to be revised, he also stated that Parcel 9 had to be created. He further mentioned that both parcels were being appraised. The final appraisal would be ready by the Friday of that week and once received, the offer letters would immediately be sent out. Mr. Chavez, stated that the mid-March and mid-April target dates for the Parcels needed to be kept sO the letting date won't be affected. The target dates provided were also neededi in order to present the Management Plan submitted to TxDOT Administration. CM. Gutierrez, asked if the completion date would be met if those target dates were Mr. Chavez, reiterated that the letting date won't be affected by these target dates. REPORT(S) AND PRESENTATIONS (No action required). A. Status report by the Regional Mobility Authority (RMA).  Ms. Melissa Montemayor, UA Engineering, presented the following report that was also  part of the packet:  WC-CLRMAI November 2024 Status Report to LWCAMPO  1. FM 1472 and Killam Industrial Blvd. Turn Lanes - Project is pending final walk-through, and TDLR inspection and final Close-out Construction Change Order. Project is 99+% 2. Vision Zero Webb Laredo Safety Action Plan - Development of the Safety Action Plan began in September 2023. Activities performed in late-2023 through the end of the year included gathering data, setting up stakeholder groups, and beginning local interagency coordination. A detailed Crash Analysis and Equity Analysis have been completed covering all of Webb County, andi this information is being prepared for sharing with the publicand stakeholder groups. The first formal public engagement will begin in February 2024, including briefings and potential action taken by Laredo City Council, LWCAMPO Policy Committee, and WC-CL RMA Board on adopting a pledge to zero fatalities and serious injuries on roadways in Webb County by 2040. Other agencies such as Webb County and School Districts will be invited to take the pledge as well. Completion of the study is 3. Vallecillo Road - Data collection operations are largely complete. ROW: survey collection is largely complete. We are currently working on the development of the ROW parcel plats and strip map. Environmental studies are currently ongoing. Traffic Forecast modeling is currently ongoing. The drainage analysis of the project has commenced. The proposed geometry (horizontal and vertical) is currently under development. A draft schematic is anticipated for submittal to the Laredo District in February 2024.The RMAI is  complete.  anticipated for December 2024.  LWCAMPO Policy Committee Meeting Minutes/lanuany172,2024  8    projecting a Fall 2025 Letting of the project. The RMA is finalizing its funding agreement with the Killam Company and is amending its Inter Local Agreement with the City of Laredo. The City of Laredo is commencing the development oft the ROW agreement with the Killam Company. As the project sponsor, the executed Advanced Funding Agreement (AFA) is solely between the TxDOT Laredo Districta and the RMA. Per the details of the AFA, the RMA is financially responsible for items beyond the RMA's committed $5,363,964 Category12Strategic Partnership monies). It should alsol be noted that the RMAI invested $335,990.08 in VRF monies for financial planning and preliminary engineering on Vallecillo Roadi for the purpose ofobtaining funding for the implementation oft the project. 4. Concord Hills (Wormser Road/Lomas Del Sur to Los Presidentes) -The RMA will sponsor and lead the design and construction of a new location 1.3 mile, 2-lane minor arterial roadway extension from Los Presidentes to Wormser Road/ Lomas Del Sur within a nominal ROWwidth of9 90' in partnership with the City. The RMA has committed$1 million to the development of the project. The project will provide a parallel route to Cuatro Vientos and provide additional access to the new Laredo Sports Complex and the Municipal Water Park. The sponsorship and implementation are subject to the negotiation of an InterLocal. Agreement (ILA) between the City and the RMA. The RMAI is working with the City to finalize the construction cost estimate for the project and 5. Springfield Phase I, II, and IV -S Similar to Springfield Phase III, the RMAI has committed up to $1 million to the City to assist with the funding of the construction of the next Phase of the project. The sponsorship and implementation are subject to the negotiation of an Inter Local Agreement between the City and the RMA. The RMA is working with the City to finalize the construction cost estimate for the project and complete the Inter Local 6. North Laredo and Cuatro Vientos Transportation Reinvestment Zones (TRZ)-The WC-CL RMA hosted a TRZ workshop on July 19,2023, to review the TRZ study and implementation process with the City.As second workshop was conducted on 8/28/23.The RMA is awaiting execution of the ILA with the Cityto commence the North Laredo TRZ Study. Concurrently, the City is considering implementing the Cuatro Vientos TRZ.  complete the ILA for the project.  Agreement for the project.  7. Other Items: approved:  RMA had a Board meeting on December 11, 2023. Several items of note were  HUD grant agreement for Vallecillo Road Conducted their Ethics and Compliance Training  AFA amendment with TxDOT for the development of Vallecillo Road  RMA will have their next Board meeting in early February.  CM. Cigarroa, asked Ms. Montemayor if the Concord Hills, Wormser Road extension  project had received funding support from TxDOT. LWCAMPO Policy Committee Meeting Minutes/J January 17,2024  9    Ms. Montemayor, stated that the discussions were between the RMA and the City of Laredo about whether to use Vehicle Registration funds or Category 12 funds. She also stated that they were currently looking at bid unit prices and the construction estimate. Ms. Montemayor, also stated the RMA had contributed $1 million dollars towards Concord Hills. She further mentioned that TxDOT had been very supportive and the B. Presentation by the Abrazo Partners on the Boulevard of the Americas project. Mr. Mendive, introduced the. Abrazo Partners that gave ap presentation to the Committee. Ms. Viviana Frank, Abrazo Partners, presented the Boulevard of the Americas project location, which consisted of the 41 % blocks from mile marker Oto the International Bridge 2. She stated that out of the 4 blocks, the City of Laredo was proposing to start on the 2 blocks between Hidalgo St. and Matamoros St. She further provided renderings and described the construction project consisting of landscaped areas, concessions spaces for Mr. Eduard Ochoa, KCI, stated they've had previously met with TxDOT about enhancing pedestrians' areas in those 4 blocks, that would link the Azteca neighborhood and the downtown area, by using the 4 blocks as a meeting point. He also stated they had been in coordinating coordination with TxDOT on how to enhance the pedestrian safety across Santa Ursula Ave. and San Dario Ave. He further described in the rendering the proposed sidewalks width to enhance pedestrian and traffic safety. He also described the 'Don't Block the Box' proposed at the intersections as a safety measure that has been implemented in other parts of the country and it's allowed by the Manual on Uniform Judge Tijerina, stated that he loved the concept and, gave some suggestions that should Judge Tijerina, stated that he was in support of the project. He mentioned it should be functional SO the public could access the plaza.Judge Tijerina asked what was planned for Mr. Ochoa, stated that the available funding was only for phase one, which consist of Judge Tijerina, asked what the projected figures were for the first 2 blocks. Ms. Frank, stated that the funding they had for phase one was of $2.7 million for phase one. She stated that was one of the reasons they would like TxDOT to help with the re- striping and other improvements needed on the streets. She further mentioned an opportunity ofa a $7 million grant that could be used to finish the other blocks.  project was moving forward.  food trucks and other amenities in the plazas. Judge Tijerina, asked where the grant was from.  Mr. Mendive, stated it was from the Department of Transportation Reconnecting Communities Grant. He stated the MPO provided al letter of support for the City'sprojects  ai few months prior.  Judge Tijerina, asked if the Webb County could also apply for that grant.  LWCAMPO Policy Committee Meeting Minutes /January17,2024  10    Mr. Mendive, explained that the grant application had already closed but Webb County was an eligible entity and could apply for this funding opportunity in future years. CM. Cigarroa, asked Mr. Gonzalez, if the painting oft the crosswalks and the enhancement Mr. Gonzalez, stated that one of the concerns was the proposed bulb outs which would reduce one of the right turn lanes. He also mentioned TxDOT's concern with road diets proposed, which means reducing the number of lanes, he further stated that TxDOT would work with the Abrazo Partners to help minimize that impact to the overall CM. Cigarroa, asked if they had some data that compared the traffic on the Northbound lanes that didn't seem to get the nearly traffic to the traffic on the Southbound lane and to consider if there could be more flexibility for enchantment. Mr. Gonzalez, stated that Mr. Ochoa was looking into some of that data. also they would look at how the bulb outs would affect the traffic.  of the streets was something that TxDOT could do.  operation of traffic in that area.  Mr. Ochoa, stated theyl had looked at atraffici impact analysis ora atraffic studyi in the area, Mayor Trevino, stated that he was also in support of the project as long as the historical  buildings are respected. VI. DIRECTOR's COMMENTS  Mr. Mendive provided his report as follows: Director's Report January 17, 2024  1. An update on the 2025 Unified Transportation Program (UTP) will be provided by TxDOT at the February Policy Committee meeting. Forecasted funding and planning targets for 2. Our FHWA representative, Kirk Fauver, plans to attend the February MPO Policy Committee meeting. During his visit, he will meet with staff to discuss the upcoming Transportation Management Area (TMA)Certification review, which is scheduled for June 3. The development of the 2025-2050 Metropolitan Transportation Plan (MTP) is in progress. The team held a kick-off meeting with the project consultants on December 18th, 2023and as status meeting on January 11th, 2024. We will continue providing regular updates throughout the plan's development. The MPO committees, stakeholders, and 4. An RFP for the Microtransit Feasibility Study programmed in our FY 2024 Unified Planning 5. MPO staff will regroup to schedule a meeting with relevant stakeholders and public officials to discuss potential solutions to address the traffic congestion issues at Unitec.  the 2025 UTP are expected to be released in February.  25th-26th.  the public will be engaged over the course of the project.
