Assistance for Sitei in' The Reserve, the HMBC-Owned Land. (J.Saunders) President Saunders provided ai review oft the vision for The Reserve and the Hidden Creek success story. Hei then introduced Agron Dika, al Heath resident and owner/operator ofmultiple successful restaurant concepts including Giovanni's: at the Harborin Rockwall. He grew up in a family of restaurateurs and followed those footsteps himself after a distinguished career in the U.S. Marine Corps. Heath resident Stan Britton assisted Mr. Dika in presenting his proposed project for Lot 4 in' The Reserve: Heath Bar & Grill. Britton clarified that his assistance that night was as ai friend; Mr. Dika would bei the sole proprietor and investor of this business. The interior would be approximately Mr. Dika's requested economic development assistance request included a 5-year ground lease oft the land with the first right of refusal to purchase Lot 4 by 20291 for $474,000 based upon market comparables of $8 per sf. The: request also included the abatement of City permit fees estimated at $17,920 and the EDC's assistance inj paying up to $15,000 impact fees, and a 10-year abatement of Ad The overriding goals oft thej project are toj provide an establishment that upholds the vision ofThe Reserve; offers upscale cuisine and exceptional service; provides al local place to gather that is integrated into thet trail system; and tol be a community partner with city synergy. The Board had questions about thej project including parking, the lot choice and some oft the requested 5,000 square feet with; 3,000 square feet of outdoor space.
