Present: Frances Punch, Kent Boring, Denona Lee, and James Emerich Absent: Alana Presley Taylor (Excused), George Ferrie (Excused), and David Shuck (Excused) Staff Present: Laura Behrens, Assistant Director; Kali Flewellen, Marketing & Outreach Coordinator; Drew Huffman, Parks Superintendent; Scott McDonald, Development Services Director; Stephanie Neal, Assistant City Attorney; Ron Menguita, Principal Planner Guests: John Crompton (speaker), Bob Tickner, and Maggie Cover Denton Parks Foundation: Chair Punch called the meeting to order at 7p pm. 1.ITEMS FOR CONSIDERATION development ordinance. Behrens commented the target date for the adoption of the ordinance. Adopted Spring 2020 and implement it Oct. 1, 2020. Behrens reviewed next steps: Review and update the current ordinance, analyze and align with legal. Behrens stressed the importance ofthis update. Lee asked how each zone gets an equal level ofservice. Lee comments how incentives may be given to higher economical areas rather than lower. Behrens explains the geographical uniqueness ofseveral areas in the city. In some areas, purchasing land will be very difficult due to existing high density and in others, there is a high concentration ofi industrial zoning. When PARD began speaking with Dr. Compton, he suggested creating our zones based on other, previously created zones. PARD is currently looking at the roadway impact map and Boring asked if there is a way to educate City Council on 915/916. Behrens commented the 915/916 is still on City Council's radar and there will be a future opportunity to present with Punch asked ift there will be a city park in each zone. Behrens explained that new residential developments would be required to contribute to new parks based on their development plan. Emerich asked ift there are city school joint usage agreements. Behrens explains that is still in the works and there is one: school with an agreement, McMath Middle School. Behrens further explained how Hunter Cole Ranch will be a test for future ISD joint agreements.
