Present: Frances Punch, David Shuck, Kent Boring, George Ferrie, and Denona Lee Absent: Alana Presley Taylor (Excused), James Emerich (Unexcused) Staff Present: Gary Packan, Director; Laura Behrens, Assistant Director; Drew Huffman, Parks Superintendent; (Eddie) Ferdinand Valdez, Management Analyst; Heather Gray, Business Manager Denton Parks Foundation: Brooke Moore, Executive Director Chair Punch called the meeting to order at 6j pm. 1.ITEMS FOR CONSIDERATION A. Consider approval of the minutes of October 7 and October 15, 2019. Punch announces absenteeism from the last two meetings. October 7- One board member absent and excused October 15-7 Three board members absent, and they were excused Chair Punch requested a motion to approve the Parks, Recreation and Beautification Board meeting of October 7, 2019 and October 15, 2019. Ferrie motioned, and Boring seconded. B. Receive a report, hold a discussion, and provide input regarding the proposed amendments to the Naming Policy Guidelines for City Buildings, Facilities, Land, ora any Packan gave the history oft the process of the Naming Policy, presentation dates to council, a recap oft the public meetings, adjustments, and updates to the policy and next steps. Gray reviewed the proposed amendments to the Naming Policy Guidelines for City Buildings, Shuck asked clarification ifCity Council found issues to the naming policy orj just wanted more process time. Staff explained that City Council wanted input from the public. Therefore, the Packan commented about a rumor renaming Carl Gene Young Sr. Park. Packan clarifies that Motion passed (5-0). Portion Thereof. No action required. Facilities, Land, or any Portion Thereof. naming policy was pushed back. the rumor is not true. Moore asked how long the process is forr naming ai facility. Gray is not sure about thei timeline but explained there are many factors and criteria that need to be met before a facility gets Shuck asked if there are any exceptions to the naming policy. Gray pointed out in the first section oft the policy "The City Council may choose to waive any part of these guidelines by Shuck asked if anyone is soliciting the naming oft the dog park. Gray confirms that there hasn't been anyone. Moore commented the foundation is receiving sponsors and explained there isa a Ferrie wanted clarification about the difference between sponsorship and naming rights. Packan gave an example ofhow donations and sponsorships can be used to pay for a bench, water fountain, etc., and branding would be under naming rights. There was a group discussion on how the existing policy is written for anyone to request to name City buildings. Boring gave an example of Lewisville Toyota Park and how much Toyota purchased the naming rights. Boring asked where would the money go if the City of Denton allowed for purchasing rights. Packan gave an example if the dog park was purchased for naming, the money would go back towards the dog park for continual improvements and constructions. Shuck doesn'tthink there isac concern of naming an administrative building because the naming process needs to go through an Ad Hoc committee. There was a group discussion about other local cities that were named after a corporation or a person, and the public wouldn't really Boring commented that the way thej policy is currently written, there could be a perception that City Council controls the naming of the facility, but in réality, the naming needs to go through an ad hoc committee and probably would need Parks and Recreation staffi input. Punch commented that there is a concern that there is growth in Denton, and many new businesses are coming in and may want to name facilities. There was a group discussion on Boring commented that the naming policy is an economic development opportunity. Packan commented that it is a good idea to reach out to the economic development department to get their feedback. Ferrie commented that multiple departments are overseeing the naming policy and stated that most likely, the Denton residents would probably want a facility named from a Punch had a question of what the implications are if someone was named and found out later they did not have good moral character. Also, Moore provided information regarding the Canine Campaign for the North Lakes Dog Park, and Friends of the Parks. 2. CONCLUDING ITEMS Requests: Punch - Tour of the parks and recreation building floor in a future Parks, Recreation and Packan commented that there will be a presentation about Avondale Park parking lot in the December 2nd, Parks, Recreation and Beautification Board Meeting. Packan also stated the dates fort the public meetings for the Avondale Park parking lot. There was a group discussion on what Chair Punch requested a motion to adjourn the meeting.
