Call to Order and Certification of a Quorum  Mayor Robin Collins called the Kemah Council Meeting/kemah Public Facilities Corporation Meeting to order at 3:30 p.m. in the Council Chambers in Kemah City Hall. Present were City Councilmembers Teresa Vazquez-Evans (arrived at 3:43 PM), Darren Broadus, Doug Meisinger,  Justin Staton, and Isaac Saldana. There was aq quorum.  2.
