CITY COUNCIL WORKSHOP MINUTES CITY HALL COUNCIL CHAMBERS  MAY 28, 2024 4:00 PM  701 MAIN STREET, KERRVILLE, TEXAS  CALL TO ORDER: On May 28, 2024 at 4:00 p.m., the City Council workshop was called too order by Mayor Joe Herring, Jr. at City Hall Council Chambers, 701 Main Street. Statement and Oath of Office given by the Honorable Lucy Pearson, presiding Municipal Court Judge to Councimember Place 1 appointee Delayne Sigerman. Statement and Oath of Office given to Councimember Place 1 Delayne Sigerman by the Honorable Lucy Pearson, presiding Kerrville Municipal Court Judge. At4:15p.m., Councimember Roman Garcia departed Council bench, and Councimember 2B. Certificate of Appointment signed by the Mayor, and Statement provided by the Mayor Herring issued the official Certificate of Appointment to Councilmember Sigerman. Councimember Kent McKinney made a motion to convene Executive Session under 551.071 (consultation with attorney) and 551.085 (certain public power utilities: competitive matters), seconded by Councimember Jeff Harris. The motion passed 5-0. At4:32 p.m., the open workshop recessed and Council convened into closed Executive Session.  Sigerman convened at Council bench. appointed Councimember.    3. EXECUTIVE SESSION:  3A. Deliberation of competitive matters regarding wholesale market activities of the Kerrville Public Utility Board (KPUB), to include power supply projects 551.086,551.071). 3B.
