The Special Meeting of the City of Ingleside was called to order by Mayor Adame at 6:30p p.m. on. January 31, 2023, at City Hall 2671 San Angelo Ingleside, TX and live video streaming. 2. Roll Call. Deliberate and take appropriate action accepting the HOT Fund Post Event Form from the Chamber ofCommerce for Light Up Live Oak and authorizing payment of $33,590.12: for the event held December 2-3, 2022. This event isi inj partnership with the Chamber of Commerce. The Council did approve the application for Hot Funds backi in August. Staffis requesting that you approve the Chamber's post event form that Hot Funds has reviewed and reconciled all of the receipts. The Ingleside Chamber is in full compliance with the laws we are governed by, and we are asking that you approve their payment of $33,590.12. Deliberate and take appropriate action on confirming the appointment of the City of City Manager Lewis stated that the City Council did amend Chapter 42. Article 3 Section 42.57 at the November 8, 2022 Regular City Council Meeting to have a Volunteer Fire Chief appointed by the City Manager and confirmed by the City Council. We received several applications, and didhavea ani interview team consisting ofr fmyselfandt twol Directors fromi neighboring Cities. Thel Fire Chieff from Aransas Pass and the other was the Assistant Fire Chief from Portland. Staff is recommending that Thomas L. Miller be appointed as Thomas L. Miller stated he was newly retired from the Fire Service. He said he had been here a month and al half as a retiree. With 32 years in the Fire Service, TCFP Certified, Advanced EMT, and that he had been working in the ER as an ER Technician. He stated that! hel loves taking care ofpeople and serving the citizens. Hei is looking forward to making sure that the Volunteer Firel Department has everything they need tos succeed. Miller. Council Member Pruitt seconded the 9. Deliberate and take appropriate action on first reading of an Ordinance of the City Council of the City of Ingleside, Texas, ordering and calling a Special Election pursuant to Section 327.007 of the' Texas Tax Code to determine whether the citizens desire to reauthorize the local sales and use tax to continue providing revenue for maintenance and repair of municipal streets; prescribing the form of ballot; providing for notices; providingaseverabliy clause; and declaring an effective date. City Manager Lewis stated the City of Ingleside started collecting the tax for use of maintenance and repair October 1, 2007. The Texas Tax Code, Title 3, Subtitle C, Chapter 3271 Municipal Sales and Use Tax for Street! Maintenance and] has tol be reauthorized by the people every 4 years. This is a special election being called for the allocation of the sales tax for Street Maintenance and Repair. Further Discussion was held amongt the Council and Staffabout the amount ofmoney built up in the funds for streets, the steps being taken to start using the funds to repair streets, where the funds are coming from such as Sales Tax VS. Director of Parks & Recreation stated that this is a draft agreement with thel Little League Association and the changes to the contract include raising the insurance from $1, ,000.00 to $5,000.00 and adding Ingleside as an additional insured. Victor Moreno Little League, 2997 Westlake Drive, stated there is a section about removing all equipment and storage 7 days after the contract ends. Simmons Park for the period of City Secretary Ruby Mowles explained on this agenda item for the Facility Usage Agreement, page two (2) oft the contract, under item number one (1)is a discrepancy. It says "Little League Auxiliary" and it should be "Texas Coast Soccer". This will be City Manager Lewis introduced. Andy Tarkington Director of Parks & Recreation. Director Tarkington spoke about the error and why it happened. Changes on the contract include raising the amount of insurance required, adding the City of Ingleside as an additional insured, and requiring the Soccer Association to submit a list of coaches who have passed Gerald Crain President of the Texas Youth Soccer stated that they have always had insurance that is completed at the beginning of the fall season. The State is the one that covers thei insurance for all oft the kids. The Statei is the one who submits the paperwork to the City. Adame Abstain: Council Member Julio Salinas 14.1 Deliberate and take appropriate action on streets recommended for maintenance and City Manager Lewis stated that the Street Advisory Group met on January 13, 2023 and discussed possible street repair and maintenance. There is a list of streets selected for repairs. Two streets were selected to receive mill and overlay with 2" asphalt. Gary Paredez Director of Infrastructure stated the reason the streets that were chosen for mill and overlay was the two street actually connect together in a "U" shape and they already have a good curb and gutter. These streets have al lot of patches and should only get the mill and overlay to protect the curb and gutter. These streets are Timberleaf and Spring Park. The other streets chosen were Elizabeth from Sherry tol North Street, which therei isat typo on the coversheet. Avenue Gi from 4tht tol 1st Street and 2nd Street from Avenue G to Avenuel K. Then from 6th Street from Avenue B tol Main Street. Pace Street was also selected. The streets were selected tot try and spread them out throughout the City and were recommended for a two course seal coat. This would make these streets good for the next Discussion was held among the Council about selection of streets, what the money is set aside to repair not reconstruction, amount of miles of the streets to be repaired, infrastructure of the streets currently, Transportation Master Plan, how the streets were chosen, budgeted directly from the Sales Tax, impact on the fund, how many more streets would be able to be fixed, current streets being repaired and the damage to connecting streets as the current repairs are taking place, future street repairs, and weather conditions when repairing streets due to recommended procedures with the materials. Further Discussion held among the Council and Staff about the Master Plan, Street Advisory Group, and making a plan to rotate which Streets get fixed, and 1st Street which needs repairs along the whole Street.
