The Regular Meeting of the City of Ingleside was called to order by Mayor Adame at 6:30 p.m. onl February 28,2023, at City Hall 2671 San Angelol Ingleside, TXa and live video  streaming. 2. Provide the council an update on the status of the lights and sidewalk requested for the right of way area on SH 361 west of Main Street and the City Manager Lewis stated that the City has been in contact with TxDot Representatives to discuss the illumination on the sidewalk and highway. Discussion was held between the Council and Staff about" TxDoti in regard to funding, incidents and: fatalities because of poor lighting ont the highway, AEP as an alternative,  intersection ofSH 361 and Avenue. Mayor Adame called to move. Agenda Item 10 after Agenda Item 14.  Director Carr addressed the Council about the presentation from thel Port ofCorpus Christi. Introducing Omar Garcia who ist the Chief External Officer. Garcia addressed the Council and statedl he wanted to give the City ofl Ingleside an update on the Port of Corpus Christi. He started offb by addressing the City Manager, letting him know that he would be able to help with the TxDot funding for the street lighting for the State Highway. Along with TxDot the Port has no bills filed this year but are monitoring several bills this year at Legislation that provides funding to Ports. Ports are underfunded, and the funding comes from the Federal Government. He also spoke about requests in to support the 18C Ports, Thel Port of Corpus Christi ist the number one Crude Oil export gateway, second largest in LNG export, Largest Port int terms of revenue tonnage int the Country, and the third largest Port by water borne tonnage. Enbridge is one of the largest customers formally known as Moda. He spoke on the following subjects: Economic Impact, Export ban being lifted that impacted thel Port, 2022 record high, Top Cargo going to the Netherlands, Customers who invested in this Region, Channel Improvement Project Schedule, Cost of the Channel Improvement Project, Hydrogen being the next fuel source to be used all over the world, Competition with other states for the Hydrogen) Hubs, Pipelines are already in place fort the Hydrogen which is a low carbon alternative to natural gas, Carbon Capture to reduce emissions, Environmental Precepts, Commitment to surrounding communities, affordable learning labi tol learn about thel Port, and thej partnership with the City of Ingleside.  February 28, 2023, Regular City Council Minutes  Page 20 of6    407  Discussion was held among the Council, Staff, and the presenter Omar Garcia about the Port buying inland property, different types of! ports, access to deep water, trying to finda a way tol backfill some revenues, City ofIngleside! being represented by the Commission for San Patricio County, how many acres the Port currently owns in the City of Ingleside, Texas, the leasing oft the land thel Port of Corpus Christi buys from the City of Ingleside and howt thatl land willl be developed, Whatt thel lease the Port of Corpus Christi would state asi far asi it concerns the City of] Ingleside and Taxes, Briefing requested from the Port with the City Manager, Commitment that the Port will work with the City of Ingleside with taxes, Transporting the ammonia would be new underground pipelines, State Highway 200 and the financial assistance from the Port to make that happen, Erosion of the beach and funding from the GLO which was not granted to the Port, One of the Port's customers could possibly fund the money needed for a solution to the beach erosion, the need for a San Patricio County Commissioner, and citizen concerns with the amount of Industrial  Construction in our Community already. Deliberate and take appropriate action on the acceptance of the Certification of Unopposed Candidates for the City of Ingleside, Texas, in accordance with Section Council Member Julio Salinas stated he wanted to thank the voters for putting their trust in the Council for another term and encouraged anyone who wants to serve to come forward Motion: Council Member John Salinas made a motion to approve the Certification of Unopposed Candidates for the City of Ingleside in accordance with Section 2.052, Texas Election Code. Council Member Long seconded the motion. Motion carries with all present 14. Deliberate and take appropriate action regarding the issuance of Special Use Permit tol Ingleside Garden Club for the usage of N.O. Simmons Park for May 5 through 6, Mayor Adame called for Agenda item 14 to be moved after Agenda Item 7. Martha Habluetvel addressed the Council by introducing the back row as being with the Garden Club. She stated the Garden Club would like to use. No Simmons Park for Market Days on May 5th and May 6th for Cinco de Mayo Market Days. She said that they were going toj join the gypsies in) Live Oak Park but could not afford a booth. The Garden Club felt] like people would not want to spend their money to buy products ifl having to pay for entry. She explained that the Garden Club is requesting the permit to keep vendor costs down. Motion carries with all present 17.1 Deliberate and take appropriate action as authorize submittal of a Project Information Form (PIF) to Texas Water Development Board for Wastewater Plant The City Manager stated that this is item is a project information form. Director Gary Paredez addressed the Council and explained that this put us in line to secure additional funding for the completion of the wastewater plant which must be submitted by March  the collection of the fines and fees.  voting ini favor. Discussion was held between the Council and Staff about additional funding for an unspecified amount, being under State mandates, reassessment of cost, time frame, approval of permit submitted, task fees to submit the (PIF), obligations, official capacity oft time frame of75-80 percent, design being at 60j percent, and rising costs. Motion: Motion was made by Council Member. Julio Salinas to authorize submittal ofa Project Information Form (PIF) to Texas Water Development Board for Wastewater Plant Project funding. Council Member Diehl seconded the motion. Motion carries with all 18. Deliberate and takeappropriate action on Hanson Engineering Contract for Services. 19. Deliberate and take appropriate action to appoint two citizen members to the Cove City Secretary Ruby Mowles stated to the Council that one application was accidentally  present voting ini favor.  Mayor Adame pulled item 18 from the agenda.  Park Advisory Group.  left out oft the agenda packet and a copy was provided att the dais.  At7:49 p.m. Mayor Adame left the dais.  Discussion was held among Council and Staff about recommendations on the four (4) applications from Benjamin Tucker, Cynthia Wilson, Stephen Cardenas, and Teresa Flores. Council Member John Salinas stated that his recommendation would be an Angler, Steve Cardenas and 2nd choice would be Ben Tucker due tol his overall plan of the city's vision  for Cove Park.  At7:52 p.m. Mayor Adame returned to the dais.  Further discussion was held on the size oft the committee, eventually adding the Director of Parks and Recreation to have two (2) staff members on the board, Ordinance for Park Board section 50-76, Tournaments, Allocation of money for maintenance and repairs.
