411 CITY OF INGLESIDE MINUTES MARCH14,2023 6:30P.M. REGULAR CITY COUNCIL MEETING Opening Agenda Call Meeting to order. The Regular Meeting of the City of Ingleside was called to order by Mayor Adame at 6:30 p.m. on March 14, 2023, at City Hall 2671 San Angelo Ingleside, TX and live video streaming. 2. Roll Call. With Council Members present a quorum was established. Council Members Present: Steve Diehl, Stewart Wilson, David Pruitt, John Salinas, Tracy Long, Julio Salinas joined at 6:44 p.m., and Mayor Pedro Oscar Adame. 3. Invocation. They. just want an all-weather road. They spoke to the building department and they need tol bej platted. He stated he looked up the ordinance, there are five acres, andi is not creating Martha Habluetzel, 3508 Ave A, addressed the Council about Tree City. She stated she was with the Garden Club. The Garden Club is excited about working with the City Manager, Bill Green the Texas Forrest Service Representative in Kingsville, and Parks & Recreation on' Tree City USA. She introduced Vicki Cook, who worked with Mr. Green. Vicki Cook, 30091 Lakeview West Drive, addressed the Council abouti information shel had received from Bill Green and said he would like to come and make aj presentation. She spoke about how Arbor Day started back in the 1870's in Nebraska. Tree City USA is celebrated across. In the Coastal Bend, there are only five (5) tree cities. Since wel have a tree on our water tower, why not make the City ofIngleside a Tree City. There are a few Barbara Gregg President/CEO of the Ingleside Chamber of Commerce, 28091 Main Street, addressed the Council about Ingleside Round-Up Days. She gave the dates of operation and formally invited the Council. Gregg provided a poster and schedule of events to City speak. any new access which states the property doesn'tn need tol be platted. requirements needed to be a Tree City. Martha Habluetzel stated that Vicki Cook had been giving seeds away for free at most of the local events. This is also a way to raise money for scholarships and beautification of Ingleside. 7. Hes said] RJ Thomas wasi instrumental inj putting this RJ Thomas, 31901 Rebecca Street, addressed the Council and stated that in addition to his day job he is on the Coastal Bend Council of Governments who is the overseer of the Mutual Aid Agreement. This is an update of the Master Mutual Aid Agreement when the states make changes to the statues and federal regulations that have changed. This ensures we stay in compliance. This does add the ability to be reimbursed fors services provided. Discussion was held between the Council and Staff on covering the cost of generators for the up coming hurricane season, thisI not taking thep place oft the FEMA, 11 Counties for the Motion: Council Member. John Salinas made ai motion to accept the Master Agreement for Mutual Aid and authorize the Mayor to execute on behalf of the City. Council Member Pruitt seconded the motion. Motion carries with all present voting ini favor. 12.1 Deliberate and take appropriate action to authorize thel Mayor to sign a termination request letter for EDA Grant No. 08-79-05254 on State Hwy 200 and Emory Bellard City Manager Lewis addressed the Council about al letter to be considered for execution. On December 14, 2021 the City did approve TxDot to move forward with imminent domain to obtain the right-of-way for the construction of State Hwy 200 as ar requirement oft the EDA grant. This isj just a letter stating that we will not be pursuing the grant. Discussion was held between the Council and Staffa about thej projected grant amount which was a $4 million dollar match and the potential extension of grant instead oft termination. Further discussion regarding" TxDot possible use ofi imminent domain due to one property owner and1 because ofs said issue with one property owner the grant did not allow: for use of imminent domain. EDA was working through Grantworks to get the termination request letter needed to complete the process sincel EDA will nol longer fund the City. Additional discussion regarding the request of additional documentation from Grantworks and/or EDA before approval of said termination letter be presented back to council. City Manager Lewis addressed the Council about the change order since Council was requesting the City have the money available. Lewis stated that staff contacted the Drainage District and there is $133,000.00 dollars available to apply for this project. City Manager Lewis addressed the Council and stated that this report is fora future item on the next agenda meeting. Director of Infrastructure Services Gary Paredez stated there is a lot of data to be put together. The City of Ingleside is not currently set up to monitor anything. It appears the City expanded and kept adding lift stations. Everything North oft the plant is noti in good shape. The report will be available in the future. Inflow and Infiltration (I&I) will need to happen through smoke testing which will bej possible in the fall. Most oft the issues arei in the citizens' property. How do you stop citizens from opening their clean out's and all that goes into the sewer? At 8:26 p.m. Council Member Pruitt left the dais. Discussion was held among the Council Members and Staff about the I&I with citizens dumping rainwater into the sewer system, and a plan to upgrade the sewer system for Ingleside.
