Resolution 2024-03 (environmental report); Resolution 2024- 04 (General Plan amendment and prezoning). City Planner Karl Schoettler presented a PowerPoint on the Hester Annexation. He briefed the Commissioners that this annexation concerns a plot on the west side of Farmersville Blvd. The aim is to enable the expansion of the City of Farmersville Public Works yard. Currently, the area is zoned for Public. Facilities and Service Commercial use. Schoetlerproposed changing this to Public Facilities and Medium-High Density Residential designations, with zoning shifting to Public/Quasi Public and Multi-Family Residential. Additionally, he mentioned the completion of an Environmental Study to the Chairperson Llamas. opened a public hearing at 6:13pm. and closed. it at 6:13 pm Commissioner Espinoza inquired about the funding for the, purchase of the land and the proposed Public Works yard. Noting Farmersville's abundance of apartment complexes, he opposed the proposed. zoning of site to medium-high density residential. " Instead, he suggested zoning it for "medium density" single-family I residential use. Attorney Mike Schulte clarified to the Commissioners that the funding for the land purchase originated from the City's general fund. Furthermore, he mentioned that City Staff is actively seeking grants to finance the construction of the additional Public Works Commissioner Espinoza discussed with the other commissioners the possibility of zoning the proposed site as "medium density,' " a proposal that all commissioners opposed. Mr. Espinoza then suggested a compromise: zoning half of the property as 'medium-high density" (for multi-family development) and the other half as "medium Commissioners. yard. density" "(fors single-family development). Commissioner Comments: Commissioner Espinoza expressed interest in discussing the Road Diet and the Downtown Spécific Plan. City Planner Schoettlerin informed the Commissioners that the Council has not yet rèached a decision on the Road Diet. He added that the Council is interested in holding a joint meeting with the Planning Commission to gather their input on the matter. Mr. Espinoza also voiced concerns about the upkeep at the City Parks. City Attorney Mike Schutle let the Commissioners know that he would get in contact Chairperson Llamas informed the Commissioners that she attended the Clean Up event on March 16th and stated that much more work needed to be done. Avenue north ofVisalia Road. The parcel is occupied by a single-family home and is currently zoned for commercial usé. The requested zoning would allow for continued residential use on the parcel. Itis recommended that the Planning Commission conduct a public hearing and vote to approve the request by adopting Resolution 2024-06. Analysis The applicant is requesting a zone change and a General Plan land use amendment for lot with a single-family residential home located at 166N Oakview Ave (on the east side ofN. Oakview Avenue, about 175 feet north of Visalia Road (see Maps 1 (Location) and 2 (Aerial Photo). The loti is currently zoned "CG" (General Commercial) and is also designated "General The lot contains an existing single-family home that was built decades ago. The applicant purchased the home within the last several years without any knowledge that the parcel was zoned commercially. In addition, it was discovered by Code Enforcement that a patio addition was being built onto the home without a permit. When the applicant attempted to get a permit to continue building the patio structure, Staff then discovered that the parcel was a legal non- conforming use. The applicant would like to continue make improvements to the home, however In order to allow the patio addition, the zoning would need to be changed to a residential district.
