Oakview, explaining that iti is currently designated as general commercial. He furtherr mentioned that the property ownerhas submitted a request to rezone it to single-family residential use. Chairperson Llamas opened public hearing at 6:40pm and closed the public hearing at Commissionèr Ochoa inquired whether the zoning change would impact the property's value. A request for a ParcelMap to divide one parcel containing 9.3 acres (located on the east side of Farmersville Boulevard, 625 feet north ofWalnut Avenue) into four parcels. Resolution 2024-07. City Planner Karl Schoettler delivered a PowerPoint presentation to the Commissioners, outlining the Gardenia Courtyard project. He highlighted that the project site spans 9.3 acres. Mr. Schoettler explained that AMG Associates intends to divide the land into four parcels to facilitate funding for each construction phase. These parcels would include 3.4 acres designated for housing. 1.22 and 1.28 acres allocated for commercial pads Chairperson Llamas opened public hearing at 6:49pm and closed the public hearing at A Farmersville resident inquired about the builder for the project. Attorney Mike Schulte responded to the resident, informing them that AMG Associates is the builder forthis Commissioner Ochoa raised questions regarding the qualifications and application process for low-income housing, as well as inquiring about the types of commercial businesses planned for the commercial pads. Additionally, she suggested the inclusion ofag gym among. the commercial establishments. Attomey Mike Schulte then provided an overview to the Commissioners regarding the procedures for the low-income housing, likely addressing eligibility criteria and application procedures. Review of Capital Improvement Program (CIP)for General Plan Consistency. Review and approval of the 2024 CIP for consistency with the Farmersville General Plan. Resolution 2024-08. Director of Finance and Administration Steve Huntley delivered a presentation on the Capital Improvement Program (CIP) for 2024. He clarified that the CIP outlines a five- year expenditure. plan aimed at facilitating infrastructure, capital, equipment, and facility enhancements for the City. Mr. Huntley emphasized the importance of aligning the CIP with the 2025 Farmersville General Plan, which the staff is recommending. Furthermore, he introduced two new projects: repurposing the Fire Office into a Human Resources office after the construction of the fire station; and the installation of musical chimes àt The matterwas then discussed by the Planning Commissioners, with Commissioner Ochoa requesting to have vecommendalions" made to the City Council in their further consideration of the CIP. Attorey Schulte advised the Commission on the limited scope of the Resolution, but confirmed that the Commission was within their duties to make any recommendations to the Council as part of their approval of the item. Based on that advice, Commissioner Ochoa made the following recommendations: (1) that the "Chimes at Museum"was not a need rightinow, and that a higher priority would be any of the parks items. In the same discussion, Commissioner Espinoza made the following recommendations: (1) request for more nformation/detai. regarding CIP Item, "City Hall Parking Lot, Phase 1;"(2) move up the timeframe for CIP Item "Veteran's Park"iffunds are available sooner; (3) move up CIP Item "Central Farmersville Blvd."iffunds are available sooner, (4) request more information/detai. regarding CIP Item "Roy's Park." Suggested engaging Self-Help andlor Kaweah Delta regarding their programs (Street Medicine, warming center); (4) Request business cards, photos on City web page, andnametags foroutside meetings. Commissioner Espinoza addressed the Self-Help project and discussed the lack of landscaping and walkways. City Planner advised that Commissioner Espinoza's recollection of the landscaping was accurate, but that an unforeseen issue had arisen regarding the adjoining ownerwhich was delaying the landscaping and walkways. Commissioner Espinoza renewed his prior request (from discussion of Item 7A) that the Council authorize Planning Commissioner's to attend League of California Cities meetings. Commissioner Espinoza also addressed the following: (1) the 4/17/2024 meeting was his last Commission meeting, and he thanked the City and Staff. 9. Discussion The applicant is seeking approval of a Conditional Use Permit to allow for the transfer of an existing ABC license (Type 41) from 684 S Farmersville Blvd to 636S Farmersville Blvd for the La Mejor store and restaurant to allow for the sale of beer and wine (see Map The request for a transfer of an existing ABC license is proposed due to a fire that destroyed part of the business's main building location at 684 S Farmersville Boulevard. In addition to the store and restaurant location at 684S Farmersville Blvd, the applicant also operates a portion of the business in the building directly next door at 636S Farmersville Blvd (which was used to manufacture food products). The applicant plans to stop the manufacturing of food products at 636 S Farmersville Blvd and will instead use that building as the main location of the store and restaurant for future business. Licenses for the sales of alcoholic beverages are regulated by the State of California, Department of Alcoholic Beverage Control (ABC). However, the Farmersville Zoning Ordinance requires that businesses selling liquor must first obtain a Conditional Use The site is zoned CG (General Commercial) and businesses that sell alcoholic beverages are permitted in this zone, subject to first obtaining a Conditional Use Permit.
