Overgrown Yard Martha Habluetzel, 3508 Avenue A, submitted a letter for Council to read and addressed the Council about the difference between turf and flowers which are pollinator plants for the bees, butterflies, and birds. Shes stated she would like Code Enforcement to be more tolerant since the plants that are good for bees look like overgrown weeds. She thanked Director Tarkington for his submission for Tree Michael Morgan, 2378 Morgan Lane, addressed the Council and stated the entire Garden Club thanked Director Tarkington for applying for Tree City USA. Presentation of the 2022 Racial Profiling Report for the Ingleside Police Chief Burr addressed the Council and stated thatt this is a state required report. The total traffic contacts for the last four years and there havel been zero complaints of racial profiling even though the traffic contacts have doubled in four years. This report is submitted annually tot the Texas Commission onl Law Enforcement. d. City Manager Lewis addressed the Council about contacting three different companies for smoke testing the manhole inspections. LSPS Solutions, Pipeline Analysis, and Video Pipeline were contacted. Videol Pipeline stated they nol longer dot thist type ofwork. Pipeline Analysis stated they could not perform the tests until the fall.LSPS submitted a quote. Discussion was held between the Council and Staff about the problem areas which flow into 12th Street, list of auxiliary ratings, water shed from 12th Street, area of the new apartments being built, undeveloped property, solutions to the problem according to the information received, this being a test run for other areas, unbudgeted item currently, unincumbered balance, current operations not prior years, and maintenance expense from Motion: Council Member. Chief Burr addressed the Council requesting the Council accept thel Petco Love grant in the amount of $7,500.00. She stated that she would like to acknowledge the efforts of Animal Control Officer Kim Otwell whol has fori thel lasts several years applied for this grant being turned down every time. She stated that Animal Control is grateful that they are receiving aj portion oft the grant this year.
