Habluetzel addressed the Council and discussed the importance of best practices for pollinators and National Pollinator Angel Castro, 2335 Kenney Lane, addressed the Council and stated that he was here lasty year about the drainage issues. June 13,2023, Regular City Council Minutes Page2o of4 459 City Manager Lewis addressed the Council to address the brush collection procedures currently in place and actions to remedy current deficiencies with a Memorandum of Understanding (MOU). Lewisi introduced] Mike Reeves Republic Services Representative. Mikel Reeves addressed the Council to discuss four options to remedy current deficiencies. The four options were as follows: Option One: Refresh & Over Communicate; Option Two: Remove Restriction; Option' Three: Isolate the High Volume Only; and Option Four: In addition, Mike Reeves discussed the MOU which is being offered to modify the service Historical Average Volume (Not Recommended). terms in Exhibit C of the contract. Miscellaneous- The offer is for a one-time complimentary clean-up of brush and bulk in the 3rd Quarter of2023 to address debris] placed on vacant lotsi in residential and a volume ofu upt to 24 cubic yards. This will help residents phase into the contractual volume Republic tos service vacant] lots on al list provided by the City each quarter thati reflect residential lots that the owner requests service in advance. Republic will service overages on brush and bulk beyond 12 cubic yards and report volume to the city. Once an address has maxed out 48 yards, they will not have any more service for Discussion was held among the Council, City Manager Lewis, and Mike Reeves in regard to the current deficiencies, proposed options, and the MOU. In addition, discussion held about citywide cleanup with roll offs provided by Republic Services at a centralized Motion: Mayor Adame made a motion for the City Manager to schedule a citywide cleanup for the City toj perform a one-time sweep across the City to pick-up brush and to dispose of collected brush to roll-off containers, provided by Republic Services, at a centralized location to be determined. In addition, to accept the Memorandum of Understanding as presented. Council Member. John Salinas seconded the motion, Motion 14. Deliberate and take appropriate action on a Change Order for the 12th Street Director of Infrastructure Services Paredez addressed the Council about the 12th Street Improvement: Project change order. Paredez explained the project was given 365 calendar days tol be completed and project was completed in 299 calendar days. The final walk thru was completed on April 12, 2023 and the project camei in underbudget and a change order Motion: Council Member John Salinas made a motion to accept the change order for project cost reduction of$93,045.16. Council Member Diehl seconded the motion. Motion 15.1 Deliberate and take appropriate action on a final pay application for the 12th Street Director of Infrastructure Services Paredez addressed the Council about the 12th Street Improvement Project request for final pay in the amount of$99,315.09. Paredez explained the original contract was awarded for $2,079,346.94 and after the change order reduction Motion: Mayor Pro-Tem Long made ai motion to approve the final pay application for the $99,315.09 for the 12th Street Improvement Project. Paredezs stated thei funds will got towards thep purchase Motion: Council Member Julio Salinas made a motion to accept the Keep Texas Beautiful/HEB Grant Funds int the amount of$14,400.001 to be used to enhance the City of Ingleside Recycling Center. Deliberate and take appropriate action on authorizing staff to advertise for Request Director of Infrastructure Services Paredez addressed the Council about Ingleside Animal Shelter and gathering all the necessary information to go out for al Request for Proposal (RFP) for a design build facility.
