Thel Regular Council Meeting of the City ofIngleside was called to order byl Mayor Adame at 6:30j p.m. on July 25, 2023, at City Hall 2671 San Angelo Ingleside, TX and live video streaming. 2. Roll Call. With Council Members present a quorum was established. Pro-Tem Tracy Long, Julio Salinas and Mayor Pedro Oscar Adame. The email received from Beaubien was read by Wendy McDonnell, 2030 4th Street, submitted an email the day of the meeting. McDonnell was not present to speak. The email received from McDonnell was read by Teresa Flores, Ingleside Development Corporation (IDC) President, 2586 Ave A, addressed the Council about the 20200 City Budget and IDC being intertwined. The IDCis trying to be more transparent with expenses being incurred. Flores stated that the bill of $4,700.00 for Investor Membership Dues for the San Patricio Economic Development Corporation had been taken care ofby IDC in the past, this is based off the population of each City that is a member. The IDC does not have a population of 10,000, the City of Ingleside does. Flores stated that despite the IDC paying the Membership Dues, the IDC has not been invited to any of the San) Patricio County events. The IDC would liket tol have the event dates forwarded to them when received by the City ofl Ingleside. S. Paul Baen, 2177 Glenwood, addressed the Council about transparency of the budget workshopst that had taken place. In addition, Baens stated it cost him $40.00, $0.15 per page, toj print the audit. He would like for Council to approve printing copies of city'sr records at Patty Heard, 2243 Mooney, addressed the Council about the neglect of animals in South Texas. Heard stated Ricardo Trevino Jr., 2322 Morgan Lane, submitted an email the day before the meeting. Trevino addressed the Council and handed out some copies of the email to the audience members of information he wanted to speak about. Trevino stated that he is the Lessor of the building where the City of Ingleside has had the Animal Control Facilities. Trevino stated that there was misinformation: about ther renewal of the lease. Trevino stated that he had attempted to renew the lease four times starting on May 31, 2023. Trevino requested that the lease agreement bej presented to the Council for renewal as presented. Councilman Diehl requested that Mayor Adame consider moving Item 17 after the citizen John Shack, 2501 Henrietta, addressed the Council ands staffa about the citizens being highly satisfied with the new Council and decisions being made for the community. Shack stated that he had warned the new Council as he was going out, that they would be inheriting a mess. Shack stated that compared to two years ago the Council is doing great, which includes the staff. Shack stated he was not happy with Ingleside supporting IOB's infrastructure which was inherited and hoped the contract is not another burden put on the citizens of] Ingleside. The three companies are comparable with the difference being the brand of meters they use. A decision has been made tor recommend Hydropro Solutions/Master. Meter atac cost ofS1,702,204.49. Discussion was held between the Council and Staff about the allocated money to this project, the difference in the systems, where it would be located, how they work, and the estimated time of arrival for the system along with how to replace all throughout the city.
