Council Member Julio Salinas asked if there had been any changes since receiving the proposed budget. City Manager Lewis had responded yes that there were some changes, Council Member. Diehl askedi ifthe City! had met the requirements set forthl by the Charter. Council Member Diehl commented on the public hearings; not having a CIP) Plan; didi not agree with some oft the staffing or where the staffing is; no such thing as aj perfect budget; struggle with retirement andj pay raises; the pay raise of4.6%1 for employees; intend tol hold management accountable on the budget beginning October 1, 2023; and everyone on the Mayor Pro-Tem Long asked why Code Enforcement was moving from Police Department to the Building Department. City Manager Lewis informed the Council that Code Enforcement was being moved back to the Building Department, because they deal with all Code of Ordinances that the City has. City Manager Lewis also informed the Council that Code Enforcement will continue to be furnished with the same equipment that they Cindy Wilson, 2635 San Angelo, commented on the posting of the budget on the City website, the two public postings that the public does not see, and how the Council never voted on a contract forl health insurance that was brought fortht to Council onl May 23,2023. Council Member Diehl had asked ift the health insurance carried over into the next fiscal year budget; andi ift the City was under contract with TML, and ift that would be ratified. Director of Finance Vela responded yes that it was budgeted for next: fiscal year, and that Councill Member Wilson had asked about thei raises and ifthere was a system for advances. City Manager Lewis responded yes, and that there were changes every five years. Council Member Diehl made a recommendation on having merit raises for staff members. Motion: Council Member Diehl made a motion to approve Ordinance 2023-18, an Ordinance adopting the annual budget for the City ofI Ingleside, Texas, for the Fiscal Year beginning October 1, 2023, and ending September 30, 2024; Estimating the revenue for said fiscal year; Appropriating for the purposes stated the sums set forth in said budget; and Directing the City Manager tor make: necessary entries upon the books and accounts of the city to show the appropriation and allocation herein provided.
