Council Member Julio Salinas asked staff ift there was anything of interest on the financial report. Finance Director Vela stated that there was not. . General Projects Update Council Member Wilson statedl he would like the update on the Houghton project. Infrastructure Director Paredez directed the Council to the map included in the agenda packet and stated that the Houghton project was proceeding to Waco Street with the buried box. The current portion oft this project should be completed by the end of November. The completion of the full project is ahead of schedule to be completed by March 1SE. City Manager Lewis stated that they will need to file all Council Member Diehl asked ifs staff was prepared to tell the Council ifthe project is ont trackt tor meet the deadline? City Manager Lewis statedt that thej projecti is ahead Council Member Diehl asked staff to put an update on the City website for the Animal Control Facility with pictures of the progress and the groundbreaking. The request was to put al box on the home page oft the City website for Animal Control documents by March 1St. of schedule. tol keep the citizens informed oft the progress. Thel lights needt tol be added backi intot the project updates. City Manager Lewis statedt thats staffisi in thep process of getting thel lighting and in negotiations to complete the lighting. As for the streets, the contractors are waiting on dirt to pave the streets as materials are on back order as well as weather Council Member Wilson inquired about South Street to 8th Street. Director Paredez stated that South Street to gth Street was on the: second list that was presented to the Council Member. John Salinas asked about the Animal Control Facility and when thel building oft the new: facility wills start. City ManagerLewis: and Director) Paredez stated that the notice toj proceed (NTP) has not beeni issued because of the cost. The Engineers reached out to the architects to make an addendum before costs went up Council Member Diehl stated that the Council needs a timeline on the agenda for Council Member Julio Salinas asked ift there are any projects coming soon that will create traffic issues? Possibly like the one that took place on Mustang. Will the Houghton Project create traffic that will need to be announced to the citizens in advance? City Manager Lewis stated that there is usually a traffic control planj just Council Member Wilson askedi ifthe pipe was already being laid for the Houghton project. Director Paredez stated that the contractors are regrating that ditch and will Council Member Julio Salinas asked if the project list pricing is not final unless stating complete or final on the information submitted to the Council ini the packet fori item 6C? City Managerl Lewis stated that is correct. Director Paredez statedt that prices change due toi inflation, and these are the most updated prices. Council Member Wilson stated that he would like an update on the Houghton Project. Director Paredez addressed the Council about the map in the back oft the room. Council Member Wilson inquired about the Garden Center, Walking Trail, thel benches, and the mowing oft thel baseball fields. Director Paredez stated that the City takes care oft the fields even though they don't belong tot the City, they belong tot the contractor. The contractor was waiting on the lift station to be completed to test the piping and the contractor has been notified that the lift station has been Council Member Diehl stated that the public has access to our agenda, and they should be able to get the same information the Council does. Discussion was held between the Council and City Manager Lewis about the wastewater servicer request, the location oft thej property, limits oft the lift station, staffrecommendations to not serve this property, and Ingleside citizens being Council's first concern since the location oft the property beingi in Aransas Pass. Adding 501 units would place the lift station Motion: Council Member Diehl made a motion to deny the request toj provide wastewater service to commercial property located at 1302 4th Street, Aransas Pass, Texas. Deliberate and take appropriate action on the Port of Corpus Christi Authority request for a Special Use Permit for "A Tree for AI" on November 30, 2023, as required by City Ordinance 2019-14, fort the use ofN.O. Discussion was held amongst the Council, City Manager Lewis, and Miguel Munoz chairman for the fishing tournament about the entity name applying for the permit, the difference in the Ingleside Volunteer Fire Department and the Ingleside Fire Rescue Association, newi regulations from Texas Alcohol and Beverage Commission (TABC) for serving alcohol at events, raising money for the Ingleside Volunteer Fire Department, and options available to accept the Special Use Permit request. Discussion was held amongst the Council, Police Chief Burr, and City Manager Lewis about the Legislative session passing government code that prohibits enforcing juvenile curfews which requires the City ofl Ingleside to amend the current Ordinance.
