Citizen Comments and Reports Marthal Habluetzel, 3508 Ave A, addressed the Council and stated that shel had attended the YaREN Open House for Enbridge and wanted to know how close to the school the project is. Habluetzel paraphrased information that this] project cannot be within 3,000 feet ofa school. Habluetzel wanted an update for the Garden Club building since they received an award from the Ingleside Chamber ofCommerce and would like to display Council Member Diehl stated that when Enbridge comes to the Cityi it willl be broadcast Ingleside ISD Superintendent Mircovich, 2624 San Angelo Avenue, addressed the Council and stated that he would be retiring on. January31,20241 having 19years in the school district. Mircovich presented information about the Development Services Department and construction that needs tol be completed at the Middle school. There is abond proposal for the school, and thisi is where our district has the advantage over the state because San Patricio County collects taxes from the industry. The $19M bond is measured by the number of students we have and will not raise the taxpayer's taxes at all. The school can only keep that money when going out for a bond. The proposed projects in the presentation can benefit both the High school and Middle school campuses. The reimbursement resolution states that because ofinflation and increased material costs the school can reclaim that money for 2 years. If the bond passes there will be no increase to the total tax rate. The tax rate history shows that over the past five years itis still dropping ini taxes. The first day of early voting is October 23, 2023, and the last day to vote willl be November 7,2023 with voting booths at the board room at the IISD Administration Building. The language on ballot includes, "This is a property tax increase." which must be included regardless of whether the passage of the proposition would result in a tax rate increase, decrease, or not impact the tax rate atall. At6:52 p.m. Mayor Adame convened the Ingleside City Council into al Public Hearing. Joshua Smith, 2575 Poplar Street Denver, Colorado, 80207, Smith addressed the Council about being ai mobile home park owner with his twin brother. The company is called Twin Communities which wishes to purchase and operate a mobile home park named Indian Trails in Ingleside. Linda Jordan, the current owner of this property, wants to sell this property.J Jordan is the wife oft thel late Frank Smith who operated the park until his passing. Smith stated that hei is seeking as special use permit. The park sits on 2 parcels offHwy 361. Both parcels are zoned Multi-family right now. Parcel 36975 was given a special status afforded to it in 2016 by the City as non-conventional housing. The other parcel 36976 does not have the same status. The request is for a special use permit to allow this parcel for the same use as a mobile home park. It has been used in this manner for years. Smith stated that improvements, repairs, rules, and upgrades have been made to make this park clean andt to provide affordable housing in this community. Permit authorizing the continued use ofsix mobile homes and ten recreational vehicles located on the South % of Lot 8, Block F, Burton & Danforth Subdivision, also known as 1618 Hwy 361, Ingleside, Texas and further providing for effective Interim Building Official Delauro presented the Twin Communities Application asking for special use permit authorizing the continued use of six mobile homes and ten recreational vehicles on lot 36976. There were noi responses in favor ori in opposition to the request. On Nov 15, 2016 City Council approved the other parcel on lot 39675 with no designation for thep parcel onl lot 36976. Future land use: zoning varies around this land. Planning & Zoning met on October 2nd recommended approving the special use permit. There were some mobile. homes on this land in 2016 and it was approved with 19 homes in 2016. Discussion was. held amongst the Council, Interim Building Official Delauro, and. Joshua Smith about the type ofrezone and why they chose to use a special use permit, maintaining a multi-family zone if the special permit expires if the use goes away, the past use of the property, the need to improve the area, the start date if the permit is approved in January of 2024, sewer not being available at this location currently, lot size, conditions of the mobile homes and Recreational Vehicles on the property, and new rules for renters that Motion: Council Member Diehl made a motion to pass to the second reading of an Ordinance granting a Special Permit authorizing the continued use of six mobile homes and ten recreational vehicles located on the South VofLot 8, Block F, Burton & Danforth Subdivision, also known as 1618 Hwy 361, Ingleside, Texas and further providing for effective date, reading, severance and publication. Director ofInfrastructure Services Paredez stated that thisi ist the final pay application which will close out this project for a total amount of $301,081.06. This will come with the Motion: Council Member Pruitt made a motion to accept the final pay application for the 4th Street and two alley improvement projects, to close it out. Deliberate and take appropriate action on a Final Change Order for the Faith Park City Manager Lewis addressed the Council about thel last change order before finalizing the project fort the final pay. There was $1,025.00 ofi funds tol be returned to the budget. Director of Infrastructure Services Paredez stated that this project has been completed. City Manager Lewis addressed the Council about the open bids for this project and explained that there was only one bidder. Staff reached out to the City of Georgetown for prior work history oft this company. No issues were reported. The benefit would be by recycling these materials. Discussion was held amongst the Council, City Manager Lewis, and Staff about how the fines occurred due to busting parameters, the money being budgeted, the past information we. have about the test that failed, what would take the zinc and copper out of the system, needing answers fort thei future, the original 2021-2022 budget that the money was budgeted for was confirmed, the: new permit has raised the limit for copper and zinc, and monitoring Motion: Council Member Diehl made ar motion to award the bid to Green Plant Inc for the Amended Motion: Council Member Diehl made ai motion to award the bid to Green Plant Inci for the Special Environmental Project (SEP), with any amounts required that payment would be authorized per the adopted budget. Deliberate and take appropriate action on first and only reading of an ordinance amending thel Fiscal Year 2023-2024 budget for the City of] Ingleside, Texas, for the General Fund and General Fund Vehicles/Equipment Fund for appropriation of City Manager Lewis addressed the Council about the four police vehicles requested for purchase. The amount that was budgeted was for three vehicles and the Council decidedto use their discretionary funds in the amount of $27,313.00 to purchase the fourth vehicle. Motion: Council Member Diehl made a motion to approve Ordinance2023-24, amending the Fiscal Year 2023-2024 budget for the City ofl Ingleside, Texas, for the Grants Fund for appropriation of the Grant Funds from the Texas Department ofTransportation for the FY 2024 STEP Comprehensive Program for the Police Department. Council Member Wilson 20. Deliberate and take appropriate action to authorize the purchasè of (1) 2024 Chevrolet Tahoe Police Pursuit vehicles as authorized in the FY244 Approved Budget City Manager Lewis addressed the Council about the discussion that Council has approved the purchase oft the three patrol units at a previous meeting. Due to exceeding the budget amount, Council did give Staff funding through the discretionary funds. The cost of each of these fully equipped patrol cars is $76,828.23 each. Ingleside was included in on the Tarrant County Cooperative Contract which reduced the cost. The staff is requesting authorization toj purchase one patrol vehicle, giving the City four in total. Council Member Wilson asked for City Manager Lewis or Chief Burr to investigate the new blinking stop signs around the schools. City Manager Lewis stated that would be a Council Member Diehl asked about Tiner Lane with a good temporary fix. Would like to see a brief presentation by staff without action on code enforcement follow-up and any software programs to document it. The software for IT and Municipalities in place. Mayor Adame asked about an email sent to designating money. Need to move forward on the garden center project. Need to give Council an update on the Animal Shelter even if before the next meeting. Atl National Night Out the City needs flags for each department. City Manager Lewis stated that Staff will research the flags and put it on the agenda. Council Member Diehl asked about possibly moving City Hall. Int the past A&M presented apiece ofl land with plans for a new City Hall. We would like to get Stafft to move forward witha a discussion due to recent issues, the city growing, with a possible non-action agenda future agenda item for cost and radar signs to slow people down.
