THE BOARD OF CITY COMMISSIONERS MAY DISCUSS ANDTAKE ACTION ONTHEI FOLLOWING AGENDA ITEMS: EASTLAND: ECONOMIC DEVELOPMENT ANNUAL REPORT PRESENTED BY EXECUTIVE DIRECTOR TOM BAILEY Chairman Larry Vernon introduced' Tom Bailey who reviewed thei handout of the EEDI Annual Mr. Bailey reported that the $500,000Texas Community Block Development grant has been approved for the Rural Health Clinic. He also spoke about the addition oft the Nursing Home to the Woodlands Retirement Center. The EEDI will be assisting in funding some of thei infrastructure, Mr. Bailey also talked about Blake Fulenwider buying property from EEDIt to build: a new dealershipr near the Interstate. Mr. Bailey also talked about the EEDI purchasing more property on Mr. Bailey thene explained about thel Red Star Pipeline being aj joint effort between the City of Eastland and the Eastland Industrial Foundation. Thisi isi ins support of the new and improved Mr. Bailey discussed thej joint efforts being put forth tol help remodel the old Victor Cornelius building into a new satellite campus of Ranger College. Ranger College owns the two-story portion oft this building along with the parking lot. Central Texas Opportunities and' Workforce Solutions have expressed ani interest in occupying offices int this building. Eastland Memorial Hospital has also approached the idea ofa a nurses traing program being held in this building. Mr. Bailey: also explained about the future oft the Morgan Building property. He spoke about Ronnie Harris bringingi in Kevcol Industries, a recycling equipment repair shop. He willbe refurbishing the northe end oft the building by exchanging his employees laborf for the materials Mr. Bailey concluded his presentation! by expounding about the great opportunities that the airport andi its updated terminal bring to the community. Thej jobf fairt that was held there in 2018 wasj just the beginning. He finished by presenting the sales tax revenue and projecting an upward trend with all of the new businesses and new jobs coming to town. Mr. Gerdes explained that they are currently building the new water treatment plant which iss scheduled to go online around the first Mr. Gerdes gavei information about a proposed project which will consist of the following: convert the existing temporary potassium permanganate feed system to: a permanent feed system: and add: af flow meter at the raw water pump station toi improve the water accountability: and Relocate the current chlorine dioxide application point from the present location near the raw water pump station to: a point closer tot the WTP: along the raw water pipeline and relocate the Permanently remove the existing underground concrete clearwells from service and utilize the new above-ground clearwell that was installed in: an earlier phase of the current DWSRF project. Mr. Gerdes provided and explained the application tot the TWDB and the amortization schedule for review. She explained how it would work, by adhering tot the rules set out by the' Texas Alcoholic Beverage Commission (TABC). Each wine vendor willl have a certificate specific to the event issued from' TABC. Mrs. Hobbs said that this would be: a "tasting only" and would not be full glasses of wine. No one will be allowed tol leave the premises withi it. The liability would be the Chamber of Commerce and the Center for the. Arts, which owns the Lyric Theater. This still has to go before the Board for the Center for the Arts. Mrs. Hobbs also wants tol host a Sanctioned Corn Hole' Tournament along with the cookoff as Commissioner Richard Rossander made a motion, seconded by Commissioner John Bird, to appove this request for permission toi include the Winefest along with a Corn Hole' Tournament at the Rip's something else for people to do while waiting for the cookoff. University Drive, which will serve this expansion, will bet the last street ont the left as youl head west towards Cisco on Hwy 6. Cost estimates have been received: and this will be moving forward as soon as possible. Mental Health Transport Officer/ The" Texas Department of Health Grant has been approved fort the MHMR officer position whichi isi now in operation. Former Sheriff Deputy. Joshl Nichols began working this month andi is assigned to the Ciscol Police Department but provides services tol Eastland Eastland Municipal Airport Game Fence/ Construction of the Game Fence surrounding Eastland Waste Water Treatment Plant/ We are in the process of receiving sealed bids for construction of the 2018 Water System Improvements/ This project isi int thej process of receiving the final validation of and Ranger as well. Municipal Airport should begin next month. improvements tot the Waste Water Treatment Plant. the surveyed route this week. Pump Station Thep pumps station repairs are almost complete. VIII. CODE COMPLIANCE REPORT Codel Enforcement Officer Terry Simmons presented the Code Compliance Report for December. 4 Ciy Commission Meeting Janary 22, 2019 Her reported there were 46 open cases at the beginning of the month, 14 new cases were opened and 26 cases were closed, ending the month with 34 open cases. He also issued one annual notice. IX. MONTHLYF POLICE DEPARTMENT REPORT Copies oft the written Police Department Report were included int the meeting packets. Chief Hullum spoke about a meeting that took place on December 16, 2018. The local police chiefs Chief Hullum also addressed upcoming traffic concerns at the intersection of the frontage roads and met together to discuss common procedures and protocols. E.1 Main Street.
