Attorney, Bryan Guymon Regular Session-6:00 pm With a quorum oft the Council Members present, Council member James Stroud called the Regular Meeting to order at 6:00 PM on Tuesday, May 28th, 2024, due to the Mayor, Justin Moore and Mayor Pro Tem Ginger Cleavenger being absent. Prayer Council member Terry Stegall led the prayer. Pledge to the Flags and the Pledge to the Texas Flag CONSENT AGENDA Council member. James Stroud led the Pledge of Allegiance to the United States Flag 1. Approve minutes from the May 13, 2024, Council Meeting MOTION: Ty Hancock motioned to accept the consent agenda including the minutes from the Regular Council meeting on May 13,2024. REGULAR, AGENDA Public Comments-There were no public comments. Terry Stegall made a motion to move items 2, 3, and 4 to the end oft the: meeting. Dennis Item # 51 Discuss and/or act upon the first reading ofl Resolution 2024-05 approving a project of the Dalhart Economic Development Corporation. 4B, involving that certainJob Training Program Agreement between Dalhart Economic Development Corporation, 4B. Frank Phillips College, and Dalhart Education Foundation. Inc., and that certain Panhandle Workforce Development. Area Memorandum ofUnderstanding and Financial Agreement between Panhandle Regional Planning Commission, Dalhart Economic Development Corporation, 4B, Dalhart Education Foundation, Inc., and Frank Phillips Rojas seconded the: motion, and the motion was carried unanimously. Council Minutes 05-28-24 College EDC Director, Christy Dovel, and Jennifer McDaniels gave an overview ofthe. grant explaining the importance ofthis being granted to the community. Council member Terry Stegall motioned to approve the first reading of] Resolution 2024-15. Dennis Rojas seconded the motion. The motion carried with Gary Schniederjan, James Stroud, Gary Messer, Terry Stegall, Brian DeMotts, and Dennis Rojas. Ty Hancock abstained. Item #6 Discuss and/or act upon an application for temporary. street closures for the. June 15,2024. Downtown Summer, Jam. Valerie Trujillo gave an overview oft the event and the need for the street closures. Gary Schiederjan made a motion to approve the application for the street closures. Ty Hancock seconded the motion and the motion carried unanimously. James Stroud made a motion to convene an executive session under_Tex. Gov'tCode S 551.071 (Consultation with Attorney). Terry Stegall seconded the motion, which was carried unanimously and began at 6:11 PM. No action was taken in the executive session. The executive session ended, and the Council reconvened to the regular session at 6:44 pm. Item #2 Discuss and/or act upon the Mayor Pro Tem as elected by City Councilmembers. Terry Stegall made a motion to elect James Stroud as Mayor Pro Tem. Dennis Rojas Item #3. Accept the resignation of the Cityofl Dalhart Mayor. Gary Schiederjan motioned to accept the resignation of City of Dalhart Mayor, Justin Moore. Ty Hancock seconded the Item #4 Swear in the CityofDdhart's New City Mayor Kristy Lehr, City Secretary provided the Oath of Officer and Statement of Officer to James Stroud.
