Approve minutes from the June 3, 2024, Special Council Meeting MOTION: Ty Hancock motioned to approve the consent agenda including the minutes from the May 28, 2024, Regular Council Meeting and the June 3, 2024, Special Council meeting. Gary Item #3 Discuss and act upon. Resolution 2024-06 accepting the Municipal Maintenance Agreement between the CiyofDahart and the Texas Department ofTransportation. After ai few questions and comments between Council Members and Assistant City Manager, Gilbert Rameriz, Dennis Rojas motioned to approve Resolution 2024-06 accepting the Messer seconded the motion and the motion carried. Item #4 Staffupdate from Liana Hunter, Code Enforcement. Liana Hunter, Code Enforcement provided an overview ofi income for the City of Dalhart's code department. She also highlighted the Meet and Greet that she hosted. Council Members asked about her Item # 5 Discuss andlor act upon the second reading of Resolution 2024-05 approvinga proiect ofthe Dalhart Economic Development Corporation. 4B. involving that certainJob Training Program Agreement between Dalhart Economic Development Corporation. +B. Frank Phillips College. and Dalhart Education Foundation, Inc., and that certain Panhandle Workforce Development Area Memorandum ofUnderstanding and Financial Agreement between Panhandle Regional Planning Commission. Dalhart Economic Development Corporation. +B. Dalhart Education Foundation, Inc.. and Frank Phillips College James Stroud, opened the second reading of] Resolution 2024-05. Joe Livingston, EDCI Director, and Kristi Dovel reviewed the benefits ofthis program ifapproved. The second reading was closed, and Gary Messer motioned to approve Resolution 2024-05. Ty Hancock abstained while Gary Schiederjan, Terry Stegall, Brian "Bruno" DeMots, Gary Item #6 Consider and/or act upon a request for the City to pay for COBRA insurance coverage for 4months for an employee who was injured while performing her job duties Wendy. Kleynhans presented the details about insurance coverage and workers' compensation coverage for employee Amanda Miller. Terry Stegall motioned to approve the City of Dalhart paying COBRA coverage for Amanda Miller for up to 18 months. Gary Messer seconded the motion and the motion carried. Item #7 Discuss and act upon rate increase for emplovee insurance coverage for the FY2024-25 vear. Wendy Kleynhans presented the rate increase of 3% to the Council and what that meant for the City Employees' insurance premiums. Ty Hancock motioned to approve the 3% increase. Item #8 Discuss the Dalhurt Downiown Business Association Ty Hancock presented details related toal Downtown Association meeting the first week in June. He explained that the active members feel that they have not had the support of the City in the past. The Downtown Association will meet again, establish its committee members, and then present themselves to the Council. At that time, With no more business, Tyl Hancock motioned to adjourn the meeting. Gary Messer seconded the certification and where she was in the process. Messer, and Dennis Rojas voted in favor oft the Resolution.
