COUPLAND CITY COUNCIL REGULAR MEETING MINUTES HURSDAFSEPTEMBER 8, 2022 6:00 P. M. COUPLAND FIRE STATION 403 FM 1466 COUPLAND, TEXAS REGULAR MEETING 1. Call Regular Meeting to Ordera and Declare a Quorum. Mayor Jack Piper called the meeting to order at 6:00 PM. and declared a quorum with the following Aldermen present: Barbara Piper, Susan Gary, Karen Marosko, and John Roulston- 2. Review and Approve minutes of Council Meeting held on August11, 2022, Barbara Piper made a motion to accept the minutes as presented for the meeting on August 11, 2022. Karen Marosko seconded the motion. The vote to approve the minutes was unanimous. Bates. 3. Financial Report as of August 31, 2022. The City's net worth as of August 31, 2022 was $421,587.05. 4. Citizen(s) Communications. The City Council welcomes public comments on items not listed on the agenda. However, the Council cannot respond until the item is posted on a future meeting agenda. Citizens who wish to speak at a council meeting must complete an' "Appearance Before City Council" form at the meeting. (Three minutes limit). There were no citizen communications. 5. Discussion & approval of Ordinance No. 2022-9-8-01 to pass the levy of an ad valorem tax on all property real and personal within the corporate limits oft the City of Coupland, It was noted this is a slight drop of 5 cents. Barbara Piper made a motion to approve Ordinance No. 2022-9-8-01 to pass the levy of the tax rate of $0.163232. /$100 valuation of property. John Ralston-Bates seconded the motion. The vote to approve the motion was unanimous. 6. Discussion & Approval of Ordinance No. 22-9-8-02 adopting the annual budget for the An item has been added toi the budget for Professional Services. This category is to consult with firms to develop a Master Plan and/or consult with firms to develop a record retention program. When a Master Plani is developed, it will be on the city's website. Barbara Piper made a motion to adopt the City of Coupland Budget fori the FY October 1, 2022 through September, 2023. Susan Garry seconded the motion. The vote to approve the motion was Texas at a rate of $0.163232/$100 valuation of property. FY October 1, 2022 through September, 2023. unanimous. Road Maintenance in the City of Coupland. The problem areas have been marked. 9. Petition to abandon Walker Street. Road maintenance to streets in the City and CR 458 will be done on or about September 9th. In order for a street or alley to be abandoned, every owner of property adjacent to the street and/or alleyway to be abandoned must sign a petition. Following the signature ofe each owner, property(s) will be surveyed and priced accordingly. 10. Recreational vehicles illegally parked within the City Itwas noted that recreational vehicles cannot be permanently parked within the city limits. Ifa vehicle is parked for at temporary length of time, the property owner: should contact the city and apply for a permit. 11. ESD #10 activity John Ralston-Bates reported that ESD #10 took parti in Taylor's Patriot Day March & Parade on the 20th anniversary oft the September 11th attacks. 12. Planning Committee update. On September 26th the Coupland CCO is hosting a spaghetti supper before Debrah Candelas and her partner Jeff Teasdale give a detailed account ofi their experiences during their travel to On October 2nd. the Coupland CCO will host their annual Choo Choo Fest ini the fellowship hall and in Ukraine. and on the grounds of St. Peter's Church of Coupland. 14.
