COUPLAND CITY COUNCIL REGULAR MEETING THURSDAY-ANUARV12.2023600P.M.  ST PETERS CHURCH 106 WATHEN STREET COUPLAND, TEXAS REGULAR MEETING  lunutis  1. Call Regular Meeting to Order and Declare a Quorum.  Mayor Jack Piper called the regular City Council Meeting to order at 6:00 PM. and declared a quorum with the following Aldermen present: Barbara Piper, Susan Gary, Karen Marosko, John  Roulston-Bates and Russell Schmidt.  2. Review and Approve minutes of Council Meeting December 8, 2022. Barbara Piper made a motion to approve the minutes as presented for the meeting on December 8, 2022. Susan Gary seconded the motion. The vote to approve the minutes was  unanimous.  3. Financial Report as of December 31, 2022.  The ad valorem taxes are being received; the deadline to pay these taxes without a penalty is January 315t. The City's net worth as of December 31, 2022 was $446,242.82. 4. Citizen(s) Communications. The City Council welcomes public comments on items not listed on the agenda. However, the Council cannot respond until the item is posted on a future meeting agenda. Citizens who wish to speak at a council meeting must complete an "Appearance Before City Council" form at the meeting. (Three minutes limit).  There were no citizen communications. 5. Mr.Tiemann submitted a modification to the service agreement. The city's attomey is in the  process of reviewing and will set up a call with Mr.Tiemann to review.  7. Road Maintenance. in the City of Coupland.  Alpha Paving - Repairs were made on C.R. 458, Commerce, Elliott along with other pot Signs - Signs have been put up to discourage thru traffic on Hoxie St. There was a discussion concerning the parking on both sides of Hoxie St. Russel Schmidt made a motion to stripe both sides of Hoxie Street to provide proper parking for safety. There was nothing to report. 9. City office equipment revision. laser printerforthed city. 10. Subdivision ordinance needs.  The need for a new printer was discussed and the council advised Jack Piper to purchase a  Revisions to the subdivision ordinance are being drafted and will be presented upon completion. John Roulston-Bates reported there is a petition with 99 names of persons who are served by the Avery Pickett VFD requesting that they be added to ESD 10. There will be anopen house)  11.
