COUPLAND CITY COUNCIL REGULAR MEETING MINUTES THURSDAY, August 10, 2023, 6:00 P.M. COUPLAND FIRE STATION 410 FM 1466 COUPLAND, TEXAS Call Regular Meeting to Order and Declare a Quorum. Mayor Piper called the meeting to order at approximately 6:20 p.m. and declared ac quorum. Review and approve minutes of previous Council meetings. There being no corrections to the minutes, they were approved. Financial Reports as of. July 31, 2023. There were no questions. Citizen(s) communications. The City Council welcomes public comments on items not listed on the agenda. However, the Council cannot respond until the item is posted on a future meeting agenda. Citizens who wish to speak at: a council meeting must complete an "Appearance Before City Council" form at the meeting; there is a three-minute limit. There were no citizen communications. Qualifications for City Secretary, The updated document was sent to council members prior to the meeting for review and comment. (The city's attorey had made minor suggested revisions to the qualifications). There were no suggested additional revisions. Coupland Dancehal/Margaret Abbey/101 Hoxie St. LP for a regular TABCI Mixed Itwas reported that Abbey Road indicated that she will be taking over the Coupland Dancehal/Coupland Inn/Bed & Breakfast on or before August 15th. She would like the city to approve a request she will submit to TABCfor a Mixed Beverage Permit. Council indicated no objections; her request was approved. Beverage Permit. Pageiof2 7. Violations of zoning ordinance. There were three violations noted. Barbara will contact the cityattorney and request that a letter be sent to each owner citing the spedificviolation. 8. Proposed Nuisance Ordinance. Itv was suggested that we scrap what had been worked on and begin the process all over again. Council agreed to proceed with the document previously done which has been sent to the attorney for review and input. 9. Proposed junk and abandoned vehicle ordinance. The document was reviewed and changes made to better fit our city. The document will be sent to the attorney for review and input. 10. Discussion concerning road maintenance for the City of Coupland. Speed humps were discussed. Karen will contact Tony Prete for his input and expertise for what, where, and how many are needed. Russell offered to assist. The "dip" on Hoxie was discussed. Alpha Paving will be contacted. 11. Coupland Fire Department (ESD 10) activity. The expansion has been finalized. Itwill be approximately one year before stipends are received. The sales tax initiative passed and will allow ESD1 10to collect sales and use tax on all unincorporated areas in theirjurisdiction. 12, Coupland dHiem/wensemmouncemems/esogantson: National Night Out will be observed on Tuesday, August 1at the Depot. 13.
