COUPLAND FIRE STATION 403 FM1 1466 COUPLAND, TEXAS PUBLICHEARING  Call Public Hearing to Order and Dedlare a Quorum.  Mayor Piper called the Public Hearing to order at 5:00 P.M. and declared a  quorum. 2023.  Discussion concerning the City of Coupland's proposed ad valorem tax rate for There was no discussion; there were no citizens present; no questions asked.  Adjourn Public Hearing.  The Public Hearing was adjourned at5:03 P.M.  Citizen(s) Communications. (The City Council welcomes public comments on items not listed on the agenda. However, the Council cannot respond until the item is posted on a future meeting Agenda. Citizens who wish to speak at a council meeting must complete an "Appearance Before City Council" form at the  meeting (Three-minute limit). There were no citizen communications.  Discussion regarding the levy of an ad valorem tax within the corporate limits of Barbara made a motion to adopt the proposed tax rate of $0.201431 valuation. Russell seconded the motion. Motion carried. Discussion conceming the Coupland City Secretary Qualifications. Itwas stated that a posting had not been done; council must decide what to include posting for the position. Discussion ensued and a consensus reached. The be sent to the Taylor Press, TML webpage, and the city's websites.  the City of Coupland, Texas.  per $100  Ina posting will    2023-2024 Budget Workshop and tax rate.  Council will have a Public Hearing on or before August 28, 2023 to propose its ad valorem tax rate. The proposed Budget will be presented on or before September  14, 2023 at a regular council meeting.  Other activity. No report was given.  Coupland Fire Department/ESD 10 activity.  The burn ban is in place. To date, there have been fifty-six calls with this being comprised of medical as well as outside fires. The Avery Pickett department has ceased operation. ESD #10 is now 214 sq. miles. Taylor voted to include 8 sq. miles in its jurisdiction. There are parts previously serviced by Avery Pickett still not covered, but all departments are presently responding to calls.
