COUPLAND CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, NOVEMBER. 21, 2023, 6:00 PM 410 FM 1466 COUPLAND, TEXAS 78615  CALL REGULAR MEETING ANDI DECLARE A QUORUM  Mayor Piper, called the meeting to order at approximately 6:00pm and declared a quorum with REVIEW AND APPROVE MINUTES OF PREVIOUSLY HELD COUNCIL MEETING Ther minutes of the previous council meeting were reviewed and approved. FINANCIAL REPORTS AS OF OCTOBER 31ST, 2023  all council members present.  Mayor Piper discussed there was a previous issue with the computer, but that the budget had been updated. There were no questions relating to the Financial reports for the period ending in CITIZEN COMMUNICATIONS. (THE CITY COUNCIL WELCOMES PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA. HOWEVER, THE COUNCIL CANNOT RESPOND UNTIL THE ITEMI IS POSTED ON AI FUTURE MEETING AGENDA. CITIZENS WHO WISH TO SPEAK AT A COUNCIL MEETING MUST COMPLETE AN "APPEARANCE BEFORE CITY COUNCIL" FORM AT THE MEETING; THERE IS ATHREE-MINUTE LIMIT." Mayor Piper and Council member Susan were thanked by the community of Coupland. There INSTALLATION OF NEWLY ELECTED MAYOR AND CITY COUNCIL PERSONS. Council placed a vote on' Wells Mason taking the position as Alderman. Vote was approved. Russell Schmidt was swor in as the newly elected mayor of the city of Coupland. Alderwoman Karen Marosko, Alderman Wells Mason and Alderwoman Carolyn Haverland were swomi in to Jack Piper and council member Susan Gerry were given an awardt to commemorate their time DISCUSS AND APPROVE ORDINANCE NO. 2023-11-21-01, CREATING AN ORDINANCE Contents of Exhibit A were missing, therefore, Discussion and vote pertaining to ordinance No. 2023-11-21-01 willl be tabled until the next meeting on Tuesday, December 19th.
