APPROVAL OF MINUTES With a quorum present, Chairman Calvin Walker called the meeting to order at 12:05 p.m. A.1 March 8, 2024 - Offered for consent approval. Board Member Rolando Garza and carried unanimously. Board Member Tara Putegnat moved to approve the minutes. Motion was seconded by 2. PUBLIC HEARINGS B.1 No Number- - 623 E. Saint Charles St. -S. W. BROOKS HOUSE District D3 Downtown Edge (DE) The item was introduced by the Historic Preservation Officer (HPO), who explained the evolution of the structure, moved twice and the propose rehabilitation and a SWOT analysis. The owner is proposing to preserve the existing house as it is and a rear addition similart toi the existing one: appearingi in the 1894 Sanborn Map (historical significant period when S.W. Brooks was still alive) but building a two-story structure which may impact in thes scale inr relation to the historic building. The owner wants to achieve tax credits, which further emphasizes that staff recommendations adhere to the Secretary of the Interior's Standards for Rehabilitation and the current ordinances and building codes: Toapprove the proposed rehabilitation under the following conditions: Owner to fill out ab building permit and a COA applications. The future COA will be aligned with THC's comments on the proposed rehabilitation that will be submitted by the owner. Owner will be in permanent contact with the THC and the HPO to avoid alterations. Project to comply with UDC and IRC-2018. French doors, clear transparent glass. Exterior original entrance front door must bep preserved. Ift there are fences, the owner must submit a drawing of the fences that match the samples provided and comply with the Code (42" to E. Saint Charles St. and northwest and southeast lot lines from E. Saint Charles St. tot the main facade on the sides; the rest oft the possible fences may be 6' wood. Wood fences will be painted al light color; ift the fence in fronti isi iron or metal, it should be painted black; ifiti isona brick base, the brick willr remaini ini its color. Dark grey roof. Board Member Tara Putegnat moved to approve the proposed project following staff recommendations. The motion was: seconded byl Board Member Rolando Garza and carried unanimously. 3. WORK SESSION C.1 Potential New National Historic Districts The item was introduced by the Historic Preservation Officer (HPO), who presented three potential new National Historic Districts, one of them recommended on the 2018 City of Brownsville Hsitoric Resources Survey (Los Ebanos) and other two "West End" and "South End" that could consolidate the commercial downtown area (current NRHD "Central Brownsville Historic District"). 4.
