STATE OFTEXAS COUNTY OF CAMERON $ CITY OF BROWNSVILLES  S  MINUTES of Regular Meeting oft the Brownsville Citizens' Advisory Committee (BCAC), held ini the City Plaza, Blue Room on the 2nd Floor, 10341 E. Levee St., Brownsville, TX 78520 on Wednesday, March 26,  2014--6:00 p.m. with the following members present:  Present:  Evelyn Cantu, Chair Chris Pineda Estella Aguirre Rene Van Haaften Mary Helen Flores Joe Rodriguez Pankaj Patel Susan Walker Esmeralda Farias Cavazos  Martin Sarkis Marlys Zapata  Absent:  Others Present:  Jose F. Perez, CDBG Program Manager Julia Denissel Lash, Social Services Coordinator  1. Call to Order  The meeting was called to order at 6:08 p.m. by Chair Cantu. A quorum oft the Committee was present.  2. Public Comments (91 Minutes)  Chair Cantu acknowledged that no citizens were present but did aski ifa anyone had called regarding thisi item. Mr.  Perez stated that no individual signed up nor contacted our office for public comment.  3. Approval of Minutes  a. February 26, 2014- Regular Meeting b. March 19, 2014 - Regular Meeting  Motion to approve minutes was made by Mr. Pineda and seconded by Mr. Van Haaften, and carried  unanimously, the minutes for March 26, 2014 Regular Meeting were approved.    4. Presentations  a. Introduction  Mr. Perez introduced Mr. James McCoy, MR. David Abrego, and Mr. Roman McAllen who will present the final projects approved by City Management through al briefPowerPoint presentation.  b. Southmost Public Library  Mr. McCoy mentioned that this project is an ongoing project and is in the last stages, therefore City Management approved the allocation of funds. Mr. McCoy also mentioned that Phase III will furnish the dome to convert it from hurricane and tornado shelter to a community center as its alternate purpose.  C. Villa Nueva Sewer Project  Mr. Abrego presented on Phase II ofthe Villanueva Sewer Improvement Project. Phase II will provide the physical connections from the main sewer line to individual homes. Mr. Pineda asked why  $273,000 is needed for the project. d. Southmost Public Library  Mr. Roman McAllen who presented on Phase II oft the BrownsVille Performing Arts Academy. Phase II  will provide funding to make the BPAA operable.  5. Other Business  a. Announcements  Ms. Lash asked for an approval of minutes for the February 26, 2014 Regular Meeting, Chair Cantu to  approve the minutes Mr. Van Haaften approved motion  b. Oath of Office- Martin Sarkis  Chair Cantu then performed oath of office for Mr. Martin Sarkis. . Pictures- Martin Sarkis & Mary Helen Flores  Ms. Lash took photographs ofMr. Sarkis.  6. Adjourn.  Chair Cantu made a motion to adjourn. The motion was seconded by Mr. Van Haaften, and carried unanimously.
