STATE OF TEXAS COUNTY OF CAMERON S CITY OF BROWNSVILLES  3  MINUTES of Regular Meeting oft the Brownsville Citizens' Advisory Committee (BCAC), held in the City Plaza, Blue Room on the 2nd Floor, 1034 E. Levee St., Brownsville, TX 78520 on Wednesday, April 16, 2014--6:00 p.m. with the following members present:  Present:  Evelyn Cantu, Chair Marlys Zapata Estella Aguirre Rene Van Haaften Mary Helen Flores Joe Rodriguez Pankaj Patel Others Present:  Martin Sarkis Susan Walker Esmeralda Farias Cavazos  Absent:  Josel F. Perez, CDBG Program Manager Julia Denisse Lash, Social Services Coordinator  1. Call to Order  With 7 members present, it was determined that a quorum was present and, Ms. Cantu,  Chair called the meeting to order at 6:05 pm.  2. Approval of Minutes  There being an issue with the template used for minutes, Chair Cantu made a motion to table minutes, seconded by Mr. Van Haaften and carried unanimously.  3. Public Hearing  a) ESG Substantial Amendment to FY 2011 & FY2012 One Year Action Ms. Julia D Lash, Social Services Coordinator, delivered a presentation regarding the proposed changes to HUD programs through a substantial amendment to the FY2011 &FY 2012 One Year Action Plans. There were no comments from public. Public Hearing  Plan  closed.  1    4. Public Comments  No one registered for Public Comment.  5. Presentations a) Introduction conducted.  Ms. Lash provided an explanation as to how the Q& A session was going be  b) Bishop Enrique San Pedro Ozanam Center  Chair Cantu asked Mr. Maldonado, Executive Director of Ozanam Center a question related to the subrecipient application for FY 2014 HUD ESG funds.  c) Friendship of Women, Inc.  Ms. Cantu asked a question to staff from friendship ofwomen. Ms. Daisy Lopez,  Victim Services Director responded to the question.  d) Catholic Charities of the RGV  Chair Cantu proceeded to ask questions to staff sent from Catholic Charities. Unable to answer the questions, Chair Cantu moved to allow them to submit in writing by Monday April 21,2014. The motion was seconded by Ms. Walker, and  carried unanimously. 6. Other Business a) Announcements  Ms. Julia D Lash, Social Service Coordinator reminded committee the next meeting will be April 30, 2014 at 6:00 p.m. It was also reminded that the questions for the next meeting were due on April 23, 2014. Ms. Stephanie Reyes, introduced new assistant City Manager Ruth Ozuna and Senior program Manager Edgar Reyes.  7. Adjournment  Chair Cantu asked for a motion to adjourn. The motion was made by Ms. Cavazos, seconded by Ms. Zapata, and carried unanimously.
