CITY OF COOPER CITY COUNCIL MEETING-REGUIAR DECIMEER9.0I9-SQOPM  COUNCIL MEMBERS PRESENT: DARREN BRADDY; MAYOR, DAVID PHILLIPS, ALLEN FOSTER, AMANDA  L'ESPERANCE, DONNA THOMASON, AND WILLIE 'BEAR" WILKINS  CITY ATTORNEY: JAY GARRETT  OTHERS PRESENT: EMILY HOWSE, PIERCE ROGERS, ELDON FOX, KASEY BRITTON, SUSAN RASER, KAREN ATKINS, DANNIE PHILLIPS, JIMI BUTLER, KIM COX, JOE ADAMS, PATRICIA CROUCH, SHERRY CROUCH,  AND CAROL CROUCH AGENDA ITEM #1 AGENDA ITEM: #2  Mayor Darren Braddy called the meeting to order and Darren also voiced the prayer.  Willie "Bear" Wilkins made the motion to approve the November 12, 2019 public hearing minutes and the November 12, 2019 regular meeting minutes as presented. Allen Foster seconded. David Phillips  abstained due to his absence at that meeting. Vote carried.  AGENDAI ITEM: #3  Mayor Braddy presented to the council that the Zoning Commission had met on December 7, 2019 to discuss the need to change the zoning on Dallas Avenue and one block off from city limits to city limits. Darren stated that the current zoning map: states this area as Light Industrial (LI) and in his opinion this would allow possible undesirable businesses to be allowed int that area. It was the consensus of the Zoning Commission to change the zoning from LI to Light Commercial (LC) and Residential. Darren also stated that there were other areas that needed zoning clean up and he was working toward getting that done int the future. Darren stated that a new map would be made when the changes were complete. Willie "Bear" Wilkins made the motion to change the zoning on Dallas Avenue and one block off from LI tol LC/Residential as desired by the Zoning Commission. Donna Thomason seconded. Vote unanimous. Mayor Braddy presented to the council an ordinance establishing rules governing public comments at City Council meetings. Darren stated that new laws were put in place pertaining to this allowance. He stated that the city already allowed public comments and would continue to do: so but we must comply with state regulation procedure. Allen Foster made the motion for City Attorney. Jay Garrett  AGENDA ITEM #4  read:  Ordinance 01-12-19  AN ORDINANCE OF THE CITY OF COOPER, TEXAS ESTABLISHING RULES GOVERNING PUBLIC COMMENTS ATC CITY COUNCIL MEETINGS; PROVIDING, AEVERABILITYCIAUSE, EFFECTIVEDATE, ANDOPEN MEETINGS Allen Foster made the motion to approve ordinance 01-12-19 as presented. Amanda L'Esperance  CLAUSES; ANDI PROVIDING FOR RELATED MATTERS  seconded. Vote unanimous.  1    AGENDAITEM#S  Mayor Braddy presented to the council the interlocal agreement with the Cooper Volunteer Fire Department that was discussed and approved at the November 12, 2019 meeting for the purchase ofa new fire truck which willl bet funded by the TXCDBG FAST FUNG GRANT Contract #7219096. Darren: stated that minor changes had been made stating mutual aid allowance. Donna Thomason made the motioni to approve the interlocal agreement with the Cooper Volunteer Fire Department for the purchase ofa new fire truck funded by the TXCDBG FAST FUND GRANT Contract #7219096 as presented. David Phillips  seconded. Vote unanimous. AGENDA ITEM #6  Thei item ofreappointing members tot the Cooper Housing Authority Board was tabled due to the fact that one of the members had moved out oft the city. This item will be discussed ata a later date.  AGEND ITEM: #7  Willie "Bear" Wilkins made the motion to reappoint Kathy Houchins, Carolyn Bacy, and Cynthia Steward tot the Planning and Zoning Commission for at two-year term.
