April 8, 2024, Regular Meeting MINUTES Notice is hereby given that the City of Combes Commissioners met in a Public Workshop at 6:00 pm followed by a Regular Meeting at 7:00 pm Monday, April 8, 2024, at Combes Municipal Complex, 21626 Public comments may be e-mailed to durte@tompoltomkscon by the meeting date at 4:00 pm. Hand Road, Combes Texas to consider the following; WORKSHOP 1. Review Harlingen Waterworks and City of Combes Water Treatment and Delivery of Water Agreement dated June 1984- Rates and Proposed Increase from City of] Harlingen Waterworks. The City Administrator, Ms. Aida Guitierrez informed the city council. On March 11,2024, a copy oft the agreement with the City of Harlingen was made available. (A2 2nd copy was made available for the workshop). The agreement for the water will expire in June 2024 and the agreement for the wastewater expired in 2016 and is on aj month-to-month basis. Contact was made with Mr. Tim Skoglund the General Manager for Harlingen Water Works. Currently retail customers are rates being approved now. Wholesale Customers, which include the City of Combes, an ordinance will be drafted after. June 2024 no later than July 2024 for review of ordinance, rates and decide what is agreeable among the city council. The rates at the moment will not bei increased as wholesale customers. American Rescue Plan Project regarding the drainage and pavement ofNixon Rd as of April 04,2024 was seventy two percent (72%) completed. The scheduled completion date has been moved to May 05,2024 and final by May 21,2024 due to two (2) additional 30" pipes that Cameron County Drainage District #5 paid for installation. Payment was received, and payable to Rhyner Construction.
