Presentation by Dr. McCormick and UT-School of Public Health on COVID- Dr. Joseph B. McCormick, MD from UTHealth School of Public Health briefly informed the Commission oft the progress on the COVID-19 collaboration between the UTHealth School ofPublic Health and the City of] Brownsville, in creating digital database, conducting advanced analytics and an interactive dashboard. Briefdiscussion ensued amongst the Commission and City staff. Presentation OF Crossroads 2020 Report. Ramiro Gonzalez, DirectorofOovemment and Communities Affairs gave a brief presentation in regards to the Crossroads, a festival that provides opportunities for learning, networking and innovation through a collaboration ofj paths in film music, food, politics, art and innovation. He further noted that the event highlighted local and regional artists, business, and innovators in order tos showcase the strong cultural influence that the people have in the community. PUBLIC COMMENT PERIOD Jerry Ruiz expressed several concerns including planting fruit trees on city parks. WORK SESSIONS A) Discussion regarding the City of Brownsville response to the urgent public necessity concerning COVID-19, otherwise known as Coronavirus, including but a. Continuity Plan Update: City staffing, facilities and services, including not limited to: actions and continuity ofsuch operations; b. Financial Update: Emergency Procurement; and Drive-thru collections/testing site update Joel Garza, Multimodal Transporation-Transit Director, briefly informed the Commission the purpose and goals of the BTX Recovery Committee, in which consists of assisting the City of Brownsville leadership in the development oft the reopening plan for city buildings and slowly integrate personnel with modified conditions and noted that the three immediate actions needed are. respond, recover &r renew/re-imagine. Mr. Garza further noted the five subcommittees, which consisted of] Finance, Operations/Facilities, Safety, and Communications & Health and the overall goal is to reopen the city based on data and scientific facts. Minutes June 02, 2020 - Page 2of7 Lupe Granado, Finance Director briefly updated the Commission on the COVID-19 finances; total expenses to date is $6,345,774 with the majority spent onj personnel overtime; with focus on the Police and Fire. Emergency Procurement comes in second with the majority spent on testing kits for the uninsured. Dr. Arturo Rodriguez, Director of Public Health and Ms. Michelle Jones, Epidemiologist briefly updated the Commission on the COVID-19 collections and testing site. As ofMay 28, 2020, 2,759 test have been administered; 164 have been positive, 2,363 negative and 235 are still pending. Half oft the test takers have been insured and half have been uninsured. Five deaths have been reported to date. "Boots on the Ground" is on day 28 and is being proactive although rain has been ahugei factor causing delays. Dr. Rodriguez further noted that thel Health committee would be providing recommendations for a Phase II testing site. B) Presentation on Taxi Ordinance Chapter #106 Vehicles for Hire. Commander James Paschall briefly explained the proposed changes of the ordinance noting that it would promote more usage of taxis in our city and also provide a more even playing field with the advent ofride-sharing and two sections of the ordinance, would repeal the number of permits and the number of taxi companies allowed to operate within the city.
