NOTICE OF REGULAR MEETING OF BOARD OF DIRECTORS OF CANTON ECONOMIC DEVELOPMENT CORPORATION (CEDC) 5:30 P.M., Tuesday, April 25, 2023 CANTON CITY HALL 201 N. BUFFALO STREET, CANTON, TEXAS The Board of Directors of the Canton Economic Development Corporation (CEDC) attended a regular meeting at the above-mentioned date and time. CEDC Board members present included: President Kevin L. Deibert, 1st Vice Chair DeAnne Callan, Thomas Beckham, Justin Richard, John Cheyenne Behrend and ex officio Lonny Cluck. Not in attendance was John McKeehan and ex officio Lou Ann Everett. CEDC Staff attending was Executive CEDC Director Stacy Crossley, Assistant Director Shelley Newton and Marketing Coordinator Austin Melton, Canton Director of operations Peter Lamont. MINUTES 1. Call to Order and Announce a Quorum - Kevin L Deibert opened the meeting at 5:32 pm. 2. Invocation - Given by Kevin L. Deibert 3. Pledge of Allegiance - Lead by Kevin L. Deibert 4. Oath of Office - Stacy Crossley administered the Oath of office to the Re-appointed board member Corley Ragle 6. Public Comments - None 5. Declarations Regarding Conflicts of Interest - None CONSENT AGENDA 7. Consider Action Regarding Minutes of March 8,2023 8. Consider Action Regarding March 2023 Financial Statement- DeAnne Callan made a motion to approve the Consent Agenda as stated. Justin Richard seconded the motion, all voted in favor and the motion passed. ITEMS FOR INDIVIDUAL CONSIDERATION 9. Adopt Mid-Year Budget Amendments for 2022-2023 - Stacy Crossley explains the new budget amendments for CEDC with notable changes to project increased sales tax, interest income increased and with adjustments to incentive projections and property acquisitions, CVB adjustments included increase in projected HOT tax income and adjustments to new special event to combine this new event with the balloon festival 5:37pm 2nd Vice Chair Corley Ragle entered meeting. 10. Visitor Center, CEDC, Main Street offices Presentation Stacy Crossley and Auston Melton spoke about the importance of a Visitor Center for Canton. With a power, point presentation, they showed facts and statistics of similar demographic cities that have a successful center. 5:41 Thomas Beckham entered meeting. 11. Updates and Community Announcements- Peter Lamont announced the start of the city budget season, and the city is preparing for that. The water tower project has started painting. The wastewater treatment plant should be done this summer and the city comprehensive plan should be completed by August. 12. Canton Visitors Bureau and First Monday Marketing Report and Consider Any Action Related Thereto - Austin Melton reported that the collaboration post with Dallas Discovered gained us 3,000 new followers and spread our reach to the DFW area with increased reach overall. They are working on getting big name entertainment for the Balloon Festival and hopes to make a big announcement in a couple of weeks. 13. Canton Main Street Reports and Consider Any Action Related Thereto - Shelley Newton reported the handrail painting and roof lights maintenance has been completed. Eli Brown, owner of Axe + Arrow has started a logo and branding company in their office window. The opening day of the farmers market was a success. There will be a Mother's Day sip and shop next month that is gaining great 14. Executive Director's Report and Consider Any Action Related Thereto = Stacy Crossley reported that the CJ See review meeting was moved due to an emergency on her side. C-Store of USA has paid out incentives for 2022 in the amount of $42,025.50. ANB property is working on LOMA. She is still waiting for the survey from CAM Glass, but should receive iti in 2 weeks. Next month there will be a budget audit presentation for 2022. Stacy asks the board for support to put Shelley Newton in the Leadership Van Zandt Class 5 and wanted opinions on moving the meetings to the first Tuesdays of the month. There was 1 CO issued last month to Pies Ladies Café and 7 new CO's applied for. A permit for the new Sonic dirt work was issued and 2 others have applied and are under review. The Kids Fish day will be on May When necessary and warranted, a closed or executive session will follow pursuant to the provision of the Texas Open Meetings Act, Chapter 551 of the 15. Consider Adoption of Resolution No. 2023-01 Discuss and Consider Approving and Authorizing the Execution of a Real Estate Sales Contract for the acquisition of an approximately, 13.24-acre tract of land consisting of part of Lot 4, Lot 5,6,7,8,18, Cheyenne Behrend making the motion to approve Real Estate Sales Contract for the acquisition of an approximately 13.24-acre tract of land consisting of part of Lot 4, Lot 56761879.0.242 24 of the Canton Industrial Park Addition.
