Benbrook MINUTES OF THE MEETING OF THE BENBROOK CITY COUNCIL THURSDAY, APRIL 4, 2024 The regular meeting of the Benbrook City Council was held on April 4, 2024a at 7:30 p.m. in the Council Chambers with the following Council members present: Jason Ward, Mayor Renee Franklin Larry Marshall Dustin Phillips Gary Addison Laura Mackey Keith Tiner Also Present: Andy Wayman, City Manager Jim Hinderaker, Assistant City Manager Joanna King, City Secretary Beth Fischer, Deputy City Secretary Reverend Fr. Kenneth M. Bolin Others: Anna Drewett Jaylynn Garcia Michael Barber Cheryl Bean I. CALL TO ORDER Meeting called to order at 7:30 p. m. by Mayor Ward. NVOCATIONPLEDGE OF ALEGIANCE II. Invocation was given by Fr. Kenneth M. Bolin with St. Thomas Becket Catholic Church The Pledge of Allegiance was recited. III. CITIZEN COMMENTS ON ANY AGENDA ITEM 1 IV. MINUTES 1. Approve minutes of the regular meeting held March 21, 2024 Motion by Dr. Marshall, seconded by Mr. Addison to approve the minutes of the regular meeting held March 21, 2024. Vote on the Motion: Mr. Tiner Noes: None Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Mr. Addison, Ms. Mackey, Motion carries unanimously. V. PROCLAMATONRECOGNITIONITION/AWARDS 1. Proclamation - Child Abuse Prevention Month Mayor Ward presented Jaylynn Garcia and Anna Drewett with Alliance for Children with a Proclamation designating April as Child Abuse Prevention Month. VI. INFORMAL CITIZEN COMMENTS Cheryl Bean addressed City Council. VII. COUNCIL MEMBER AND STAFF COMMENTS Ms. Franklin made the following announcements: 1. The. American Legion will hold their First Friday Fish and Grilled Chicken Night on April 5, 2024. Sunday, April 7, 2024. 2. 3. VFWwith hold their Steak Night on Saturday, April 6, 2024. The Benbrook Artisans Farmers Market with be at Dutch Branch Park on Dr. Marshall reminded citizens that the Blue Angels "Wings Over Cowtown" air show will be at NAS JRB Fort Worth on April 13 and 14, 2024. VIII. RECESS INTO EXECUTIVE SESSION Pursuant to Section 551.074, Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee. 1. City Manager City Secretary 2. 2 Mayor Ward announced that City Council would now be holding a closed executive meeting pursuant to the provisions oft the Open Meetings Law, Chapter 551, Texas Government Code, in accordance with the authority contained in: Section 551.074, Personnel matters to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee. 3. City Manager 4. City Secretary Executive Sessions are not open to the public Meeting recessed at 7:38 p.m. IX. RECOVENE INTO REGULAR SESSION Mayor Ward reconvened into open session at 8:02 p.m. NECESSARY ACTION FROM EXECUTIVE SESSION X. Motion by Dr. Marshall, seconded by Ms. Mackey to appoint Jim Hinderaker as City Manager effective the day immediately following the current City Manager's retirement date and authorize the Mayor to negotiate an employment agreement and compensation and execute the employment agreement. Vote on the Motion: Mr. Tiner Noes: None Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, MayorWard, Mr. Addison, Ms. Mackey, Motion carries unanimously. Motion by Ms. Franklin, seconded by Mr. Tiner to appoint Beth Fischer as City Secretary effective the day immediately following the current City Secretary's retirement date and authorize the Mayor to negotiate an employment agreement and compensation and execute the employment agreement. Vote on the Motion: Mr. Tiner Noes: None Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Mr. Addison, Ms. Mackey, Motion carries unanimously. 3 VIII.
