MINUTES 1. Approve minutes of the regular meeting held April 18, 2024 Motion by Dr. Marshall, seconded by Mr. Tiner to approve the minutes oft the regular meeting held April 18, 2024. Vote on the Motion: Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Mr. Addison, Mr. Tiner Noes: None Abstain: Ms. Mackey Motion carries 6-0-1. V. PRESENTATION BY MAYOR AND MEMBERS OF CITY COUNCIL CC-2024-01 Selectalternate date for July 4, 2024 City Council meeting Motion by Mr. Addison, seconded by Mr. Phillips to authorize Tuesday, July 2, 2024 as the meeting date for the regular City Council meeting. Vote on the Motion: Mr. Tiner Noes: None Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Mr. Addison, Ms. Mackey, Motion carries unanimously. CC-2024-02 Nominations for the 2024-2025 North Central Texas Council of Motion by Dr. Marshall, seconded by Ms. Mackey to submit nomination of Councimember Renee Franklin to the North Central Texas Council of Governments Governments Executive Board Executive Board. Vote on the Motion: Mr. Tiner Noes: None Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, MayorW Ward, Mr. Addison, Ms. Mackey, Motion carries unanimously. 2 VI. INFORMAL CITIZEN COMMENTS Cheryl Bean and Penny Story addressed City Council. Madeline Mercado, and two other Ministers offered prayers honoring the National Day of Prayer. VII. COUNCIL MEMBER AND STAFF COMMENTS Ms. Franklin announced the Benbrook Artisans Farmers Market will be held in Dutch Branch Park on Sunday, May 4, 2024 and the Event at the Library will be held on Friday, May 10, 2024 to celebrate its 25th Anniversary. VIII. RECESS INTO EXECUTIVE SESSION Pursuant to Section 551.087, Texas Government Code = Deliberation Regarding Economic Development Negotiations Discuss Incentive for MAD Benbrook, LLC 1. Mayor Ward announced that City Council would now be holding a closed executive meeting pursuant to the provisions of the Open Meetings Law, Chapter 551, Texas Government Code, in accordance with the authority contained in: Section 551.087, Deliberation regarding Economic Development negotiations Executive Sessions are not open to the public Meeting recessed at 7:48 p.m. IX. RECOVENE INTO REGULAR SESSION Mayor Ward reconvened into open session at 8:27 p.m. X. NECESSARY ACTION FROM EXECUTIVE SESSION Motion by Mr. Tiner, seconded by Mr. Phillips to ratify the Benbrook Economic Development Corporation's incentive to MAD Benbrook, LLC. Which includes the sale and conveyance of the land located at 9301 Benbrook Boulevard and an infrastructure incentive not to exceed $2.550,000 and amend the BEDC FY23-24 budget accordingly. Vote on the Motion: Mr. Tiner Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Mr. Addison, Ms. Mackey, 3 Noes: None Motion carries unanimously. XI.
